Desakan Penyanyi Muncul Dari Jaringan Pasifik Perempuan Melawan Kekerasan Terhadap Perempuan Yang mewakili Pembuat kebijakan Dan pekerja Garis Depan Dari 13 gatra Pasifik.

Perwakilan Dari Perempuan Dari Papua Barat menghadiri Jaringan Pertemuan ke-7 di Fiji minggu Lalu Dan Mengangkat beberapa ISU Kritis Dan kesenjangan hearts Pemberian LAYANAN Bagi Korban mengejar ketertinggalan jender di Papua Barat.
Direktur Tonga Perempuan dan Anak Crisis Centre, Ofa Guttenbeil-Likiliki mengatakan jaringan berdiri dalam solidaritas dengan perempuan dari Papua Barat.

"Anggota jaringan di resolusi hasil menyerukan misi pencari fakta yang akan dilakukan di Papua Barat untuk melihat ke dalam status perempuan dan anak perempuan dan dampak dari ketegangan konflik dan politik perempuan dan anak perempuan sebagai hasilnya," kata Ofa Guttenbeil-Likiliki.

Mama Papua Presentasekan Kejahatan Kemanusiaan di Papua Barat di MSG

Dalam KTT MSG di Honiara, Solomon Island pada hari Senin 22 Juni 2015. Eksekutif ULMWP sedang mempersentasikan penembakan kilat, penangkapan, penyiksaan dan pemmenjarahan yang di lakukan oleh TNI dan POLRI, saat KNPB mediasi rakyat West Papua mendukungan ULMWP untuk menjadi anggota Penuh  di MSG dalam beberapa bulan terakhir di seluruh Wilayah West Papua.

Presentasi ini di sampaikan oleh seorang perempuan Papua Barat (Leoni Tanggahma), mewakili Mama-mama Melanesia di West Papua yang penuh dengan haru dan air mata membuat para menteri - menteri negara - negara anggota MSG.
Anggota  hadir dalam KTT MSG sangat tergugah jiwa mereka sebagai orang Melanesia dan kesal dengan tindakan Militer Indonesia di West Papua.

Papuan Church Leaders Forum condemns massacre of five civilians in Paniai

Death of 5 Civilians in Paniai Papua
Papua--- Job Forum Ecumenical Churches in Papua (FKGOP) condemned the massacres committed by the army / police, in Enarotali, Paniai, Monday (12/08/2014), killing five civilians.

"We denounce and condemn pembantaiaan conducted military / police in Karel Field Gobay, Paniai," said Chairman of the Fellowship of Baptist Churches in Papua (PGBP), Rev. Socrates Sofyan Yoman, at a press conference in the Hall P3W, Padang Bulan, Abepura District, the city of Jayapura, Papua, this afternoon.

Yoman deeply regrets the events in Enarotali, Paniai that killed five civilians who are high school students (high school) in Enarotali
"The state should be responsible for the tragedy in Paniai, immediately send an independent team to investigate the case, do not continue to make public deception in the media," said Yoman.

Meanwhile, Chairman of the Synod of the Church of Papua Kingmi, Rev. Benny Giay, said the government should be able to immediately prove the allegations that mentions the Free Papua Movement (OPM) as perpetrators Shot.
"Do not accuse police of origin, because the weapon used was clearly owned the military and police officers, should be investigated thoroughly, because our church deadly shot with bullets," said Giay.

Semua Orang Dapat Keuntungan dari Papua Barat, Kecuali Papua

Sebagai seorang anak tumbuh di dataran tinggi terpencil di Papua Barat, kita sering mendengar cerita-cerita dari para tetua tentang bagaimana roh nenek moyang kita hidup di pegunungan dan hutan. Bagaimana mereka akan menangis jika mereka melihat apa yang terjadi hari ini. Penebangan liar adalah marak, dan terbesar di dunia tambang emas dan tembaga, Freeport, telah menyebabkan kerusakan lingkungan permanen pada tanah suci kami yang terlihat dari ruang angkasa.

Nasib Dua Wartawan Perancis di Papua Yang Tidak Diketahui

Nasib dua wartawan Prancis ditahan oleh polisi Indonesia selama hampir satu minggu di wilayah bergolak Papua masih belum jelas, yang di lansir ABCNews.au

Thomas Dandois dan Valentine Bourrat, dari Franco-Jerman Saluran TV Arte, telah dituduh pelaporan tanpa visa valid.

Para pembuat film dokumenter yang dengan visa turis ketika mereka ditahan di kota dataran tinggi Wamena, bersama dengan sejumlah aktivis hak asasi manusia setempat.

Human Rights Watch Andreas Harsono mengatakan kepada Asia Pacific pasangan didakwa dengan pelanggaran imigrasi dan bisa menghadapi hingga lima tahun penjara.

"Tuduhan menyalahgunakan visa turis mereka untuk melakukan pekerjaan jurnalistik," katanya.

"Polisi mengatakan bahwa mereka dicurigai berusaha untuk menarik perhatian internasional pada Papua, untuk meningkatkan pemberontakan di Papua."

Papua,-- The Papuan Coalition of Civil Society Upholding Law and Human Rights has accused the authorities of stifling freedom of expression in Papua.

"Demonstration as an expression of opinion in Papua has been muzzled. People assembling in a place are even arrested let alone staging a demonstration. That is what has happened in the past several months in Sorong, West Papua, and now in Jayapura," Ferry Marisan, a member of the coalition, told reporters in Jayapura on Tuesday as quoted by Antara news agency.

Ferry was referring to the arrest last week of a number of students demonstrating to reject a draft law on special autonomy at the complex of the Papuan People Assembly (Majelis Rakyat Papua) and at the campus of Cenderawasih University.Olga Helena Hamadi from Papua Kontras, an NGO concerned mainly on the disappearance of activists, said lately police in Papua had become more repressive instead of persuasive.

 

Police meet Cendrawasih student rally with force

The police forcibly dispersed a student mass rally held in front of Cendrawasih University campus in Waena, Jayapura, Papua province, on Wednesday.

The decision was made after the rally blocked off the only access route into the campus, thus disrupting studying activities.

The police arrested Buchtar Tabuni, former head of the West Papua National Committee, who was spotted at the rally.

Dozens of Cendrawasih University students staged a mass rally to protest the Papua autonomy plus draft currently being considered by the provincial administration. The students argued that the draft didn't take into account the interests of the people.

“The draft accommodates only the interests of the elite. The people have been left out of the deliberations, therefore we demand they be halted,” rally coordinator Alfa Rohromana said on Tuesday.

Commenting on the draft, Rev. Benny Giay from the Kingmi Kemah Injili Church, who was also on site, said none of the government’s initiatives on Papua had sought to include the public in the dialogue process.

 NGOs describe tight muzzling of expression in West Papua

The Papuan Coalition of Civil Society Upholding Law and Human Rights has accused Indonesian authorities of stifling freedom of expression in West Papua.

The Jakarta Post reports that a coalition member, Ferry Marisan, says that events in recent months show that in West Papua the demonstration as an expression of opinion has been strictly muzzled.

This follows the arrests last week of dozens of students demonstrating against a draft law on special autonomy at the Papuan People Assembly as well as the campus of Cenderawasih University in Jayapura

Mr Marisan says repression by authorities of freedom of expression is a continuation of the old policy in Indonesia under the former dictator, President Suharto.

FWPC menghadiri Acara Amnesty International Untuk Filep Karma

Terakhir Jumat 18 Oktober, FWPC  bergabung acara yang digelar oleh  Amnesty International Group untuk meningkatkan kesadaran dan dukungan untuk Papua Barat tahanan politik Filep Karma, yang saat ini menjalani hukuman penjara 15 tahun di Papua Barat hanya karena mengibarkan bendera nasional Papua Barat di Abepura , Papua Barat, 2004.

PBB telah memutuskan bahwa dia ditahan secara ilegal, dan dia dianggap sebagai tahanan hati nurani oleh Amnesty International.

Malam itu dimulai dengan perkenalan dari Reading Amnesty International kepada para pengunjung tentang situasi Filep Karma dan Papua Barat secara keseluruhan.

Pembicara berikutnya adalah Hak Asasi Manusia Internasional Pengacara Melinda Janki yang diuraikan hak jelas Filep Karma kebebasan dan bahwa penahanannya benar-benar ilegal dan tidak bermoral di bawah hukum internasional.

Pendiri Free West Papua dan mantan tahanan politik Benny Wenda kemudian juga memberikan pidato di mana ia menggambarkan dengan jelas kondisi yang dideritanya di balik jeruji penjara di Indonesia dan bagaimana Papua Barat diperlakukan bawah pemerintahan Indonesia.

Selama interval, band Papua Barat terdiri dari buangan Papua yang tinggal di Inggris, The Lani Singers memainkan musik tradisional Papua Barat termasuk lagu tentang sejumlah tahanan politik di Papua Barat hari ini.

Setelah interval, dunia aktivis hak asasi manusia terkenal dan setia pendukung rakyat Papua Barat, Peter Tatchell berbicara pada acara tersebut di mana ia menceritakan bagaimana ia telah mengunjungi ribuan pengungsi Papua Barat yang tinggal di Papua Nugini yang mengatakan dia dulu rekening-tangan pembantaian, pemboman dan penyiksaan.

Duta Besar Indonesia untuk Inggris juga diundang untuk acara tersebut namun menolak untuk hadir, bukannya mengirimkan seorang konselor dari kedutaan besar untuk bertindak sebagai delegasi.

Konselor, Dino Kusnadi, adalah dirinya mantan juru bicara Kedutaan Besar Indonesia di Canberra, Australia.

Dia pertama kali bertanya kepada Petrus Tatchell bagaimana ia menganggap Papua Barat menjadi tidak bebas dan Peter segera menjawab bahwa tidak ada kebebasan dan demokrasi di Papua Barat sampai semua pelanggaran hak asasi manusia seperti yang dari penahanan Filep Karma dan tindakan nasib sendiri Penentuan diadakan di Papua Barat.

Benny Wenda juga menanggapi komentar Kusnadi dengan meminta bahwa jika Papua Barat adalah bebas, pertama mengapa dia, Benny Wenda di Inggris di tempat pertama? Dia juga meminta konselor Indonesia bagaimana Papua Barat dapat dianggap bebas ketika Filep Karma masih dipenjara dan menjalani 15 tahun penjara hanya karena mengibarkan bendera nasionalnya.

Dia juga menunjukkan fakta bahwa Indonesia tidak memiliki hak untuk menempati Papua Barat di tempat pertama sehingga setiap pembicaraan tentang "otonomi" yang berarti pula karena semua orang Papua Barat inginkan dan butuhkan dari Indonesia adalah kemerdekaan.

Dino Kusandi menolak untuk mengomentari mengapa Indonesia menduduki Papua Barat dan bahkan tidak pernah menyebutkan Filep Karma.

Dia malah melakukan serangan panjang tentang Benny, mengklaim ia adalah orang yang bersalah dan bahwa ia hanya datang ke Inggris untuk melarikan diri penjara - (meskipun fakta bahwa Interpol telah menghapus surat perintah penangkapan terhadap Benny setelah penyelidikan menyimpulkan bahwa tuduhan terhadap dirinya bermotif politik dan upaya oleh Pemerintah Indonesia untuk membungkamnya)

Benny mencontohkan komentar ini dalam menanggapi Kusnadi dan bersama dengan Peter Tatchell, menerima beberapa tepuk tangan dan persetujuan dari seluruh kerumunan.

Komentar Dino Kusnadi memperlihatkan sekali lagi bahwa pemerintah Indonesia sangat khawatir tentang kesadaran yang semakin meningkat dan dukungan bagi orang-orang yang menderita di Papua dan bagaimana Kedutaan Besar Republik Indonesia di Inggris masih siap untuk meluncurkan tuduhan keterlaluan terhadap para aktivis damai hanya cukup untuk berbicara tentang hak dasar mereka dan kebebasan.

Putri Filep, yang dijadwalkan untuk datang ke acara tersebut, membantah visa ke Inggris

Filep putri Audryne yang saat ini tinggal di Indonesia, diundang oleh Amnesty International Reading untuk menghadiri acara tersebut dan sangat bersedia untuk datang ke Inggris untuk acara ini dan berbicara Inggris House of Lords seperti yang juga diatur tetapi pada saat terakhir, dia ditolak visanya oleh Pemerintah Inggris setelah mendapat tekanan yang dicurigai dari Kedutaan Indonesia.

Laporan AHRC: Genosida Yang Terabaikan di Papua Barat

Decades of conflict in Papua, Indonesia, continue to cost the lives of civilians, soldiers and resistance group members. Ongoing human rights violations range from extrajudicial killings and intimidation of journalists to discrimination in health care, education and access to conomic opportunities. 
These are just the tip of the iceberg where violations of indigenous Papuans are concerned and these violations shape current Papuan perspectives on Indonesia. In this context, a solution for both indigenous Papuans and Indonesian national interests has so far remained out of reach.

Responding to the uprisings which surrounded the 1977 general elections in Papua, several military operations were launched in the Papuan highlands around Wamena. The response caused a further breakdown in the Papuan–Indonesian relations which had fallen apart at that time. The operations resulted in mass killings of, as well as violence against civilians. The stories of survivors recall unspeakable atrocities including rape, torture and mass executions. 
Estimations of the number of persons killed range from 5,000 up to tens of thousands. The research done for this report is consistent with these numbers, although restricted access to the area and ongoing intimidation of witnesses makes it difficult to confirm an upper limit of the number of victims.

Papua is now populated by both Papuans and increasing numbers of transmigrants from other parts of Indonesia. The initiative of the Papua Peace Network (Jaringan Damai Papua, JDP) to bring all stakeholders in Papua and those from Jakarta together for a peaceful dialogue in order to discuss a peaceful future for all residents of Papua remains an important initiative to reconcile the ongoing conflict. 
Without the freedom to articulate memories of past violations locally and opportunities for victims to heal their trauma, resentment against the Indonesians and their authority remains and this will continue to fuel the conflict. Reviewing and recognising the history of violence and its overarching effect on the relationship between Papuans and Indonesian authorities is thus a necessary step forward.

With the view to move forward in the conflict and to address the grievances of countless Papuans who suffered violence or lost family members, it is important to understand the history of mass violence experienced by the Papuans as well as the severity and background of their resentment against the government of Indonesia. 
Such an understanding will support solutions to the ongoing Papuan–Indonesian conflict. This report –which only covers one of the main violent events in the history of Papuan-Indonesian relations– tries to contribute to this process, seeking to acknowledge the suffering of thousands of victims and building towards a sorely needed common understanding of history.

Indonesia Mengundang satu per Satu Pimpinan MSG ke Indonesia dan Papua

"Indonesia berbohong dan  tidak menempati janjinya, untuk semua menteri-menteri  luar negeri kawasan pasifik yang tergabung dalam MSG untuk berkunjung ke Indonesia dan papua "Barat aktivis Papua  (WPNC) Rex Rumakiek"

Seperti di kutip dari Radio Newzeland "Seorang aktivisPapua Barat dalam WPNCL   mengatakan Indonesia berbohong dan tidak menghormati janjinya kepada para pemimpin Grup ujung tombak Melanesia bahwa akan mengundang semua merlu MSG untuk melihat situasi dan kondisi Politik dan HAM di Papua barat."

Sambung," Sekretaris Jenderal Koalisi Nasional Papua Barat untuk Pembebasan Rex Rumakiek mengatakan Indonesia kini mendikte pemimpin MSG apa yang harus mereka lakukan.

Dia juga mengatakan selama KTT MSG di Kaledonia Baru, disepakati bahwa semua menteri luar negeri mengunjungi Indonesia dan Papua Barat untuk melihat situasi sendiri.

Mr Rumakiek juga menunduh Indonesia mengundang para pemimpin MSG satu per satu merupakan suatu kebohongan dan kelicikan jakarta untuk mempengaruhi pimpinan MSG dengan tipuan dan kebohongan atas situasi ril di papua barat.

Lanjutnya Dia mengatakan Kepulauan Perdana Menteri Solomon adalah pemimpin MSG pertama yang mengunjungi Indonesia bulan ini.

Mr Rumakiek mengatakan berurusan dengan para pemimpin secara individual menimbulkan risiko penyuapan, dan itu taktik lain dengan Indonesia untuk membagi MSG dan memaksakan agendanya.*tw'

Open letter from FWPC to Melanesian Spearhead Group (MSG)

My name is Harry Jenkinson, I am writing on behalf of the Free West Papua Campaign, an international organisation which exists to alert the world to the ongoing genocide in West Papua, which is under brutal Indonesian military occupation, and to lay the road to full freedom and independence for the West Papuan people.

I am also writing on behalf of Benny Wenda, West Papua independence leader, Secretary General of Demmak (The Koteka Tribal Assembly), and founder of the Free West Papua Campaign.The Melanesian people of West Papua feel strongly and completely connected and a full part of the Melanesian family, ethnically, culturally, linguistically, environmentally and politically.

West Papuans are undisputedly Melanesian and their people he same as everyone from Papua New Guinea, Solomon Islands, Vanuatu, New Caledonia (Kanaky) and Fiji.

They were some of the first Melanesian people in the Pacific and have been living in their homeland of West Papua for over 40,000 years.

Papuans are just as Melanesian as their brother and sister Papuans in Papua New Guinea so why should they yet to be recognised as part of the Melanesian Spearhead Group?
Melanesia does not stop at a straight border.

Ever since the Melanesian Spearhead Group was formed 2008, the West Papuan people have strived to join the regional group which they strongly identify with and know can truly help their country attain genuine Melanesian identity/solidarity and self-determination, neither of which have so far been recognised ever since the region was occupied by Indonesia in 1963.

The people of West Papua have been crying for over 50 years now for their Melanesian brothers and sisters to support them in their cry for freedom from colonialism, they have suffered illegal occupation of their country, resource exploitation, cultural destruction and genocide which has claimed the lives of between 100,000 to 500,000 innocent Melanesian West Papuan men, women and children.

During this tragedy, Papuans have suffered horrific human rights abuses, many of which are well documented with photo and video evidence and include countless reports of torture, rape, imprisonment with false evidence or without trial, and many more atrocities committed by Indonesian state military, police, security forces and intelligence at the express order of the Indonesian government.

It is also with deep regret that we must report that ever since its occupation by Indonesia in 1963, the Indonesian government has systematically tried to wipe out the Melanesian people of West Papua by flooding the region with thousands of Asian “transmigrants” in an effort to wipe out the ethnic and cultural identity of the Melanesian people of West Papua.

It is estimated by many that if the Melanesian people are not given full self-determination within 20 years then the 2 million Melanesian people of West Papua will cease to exist anymore.

The spokesman for the Aliansi Mahasiswa Papua (Papuan Students Alliance) in Yogyakarta recently said at a mass student protest support West Papua joining MSG: “if Melanesian (Spearhead Group) is not going to help us, in 20 years later, West Papua (people) will disappear. So we really, really need your help to help us and all the students from West Papua all over Indonesia support 100% to Melanesian countries and to the leaders and to the brothers and sisters about this event. The people of West Papua support 100% to receive us in the family in the Melanesian region.”

There were at least 8 such mass protests this week alone, some of them drawing thousands of Melanesian Papuans together to support the Melanesian Spearhead Group welcoming West Papua into the regional body.
Papuans carry banners calling for their Melanesian brothers and sisters in MSG, as well as the leaders of the group and of Melanesian Nations, to support their cry for freedom and to welcome their country as into the Melanesian family of Nations as Kanaky, which also is not yet an independent nation, already has been.

If the Kanak and Socialist Liberation Front (FLNKS) of Kanaky/New Caledonia has already been granted membership to the Melanesian Spearhead Group the why not West Papua?
West Papua, like Kanaky, is not yet an independent nation, and is currently like under the control of a colonial power like Kanaky is.

Why should this stop the people of West Papua from joining the Melanesian Spearhead Group?
It is at this point that we would like to show you an open letter which was written ,  10th June, 2013by the West Papua National Committee (KNPB) Chairman, Victor Yeimo, who is currently in Abepura prison in West Papua, detained without trial for leading an entirely peaceful rally in support of West Papua joining the Melanesian Spearhead Group.

Dear Leaders of Melanesian Countries
I am Chairman of West Papua National Committee (KNPB) writing this Letter from Indonesian Prison bar of Abepura West Papua to express my deepest feeling on my people who are now oppressing by the Indonesian TNI and Police forces when my people continue to keep in struggle peacefully on rally to demand the right of self-determination and to support the Summit of Melanesian Spearhead Groups (MSG) in Noumea, Kanaky where our problem is planed to be discussed in the agenda.

I have been detained by Indonesian Police last month on May 13 on a peaceful rally where led in support the MSG and activists intimidated by Police. And again today May 10, KNPB mediate people of West Papua in whole regions are rallying and will continue to ask your support although peoples already been known that their body are going to be intimidate, shot dead, or arrest by Indonesian angry police and TNI. We could not let our people die and extinct from this Melanesian land under Indonesian colonial rule.

The peaceful rally is legal under Indonesian and International rule, but today, in open era, this is very difficult situation for us and people to freely expressing our felling, but this is the only one way for us to show our deepest hope to our Melanesian Brothers and Sisters especially you as Leaders to support us to be full member of MSG and to discuss our need to get independent as basic right of the self-determination under international law.
We are not slave nation nor animal on our own land. The people of West Papua are Melanesian, your people and your family. I am only local leader but for them you are their Melanesian leader. So, where they go and hope? where I have to lead and bring their tears of suffering if not you? And how much more the tears and bloods is going on? And how long do you keep in silent and forget us?

Melanesian Leaders, this is opportunity for you to take action in MSG. We have to defend and protect our land and the people strongly, more than economic and political benefit of colonial and capitalist.

Obama, Xi Summit Yields Positive Results: White House

US President Barack Obama's first summit with his Chinese counterpart Xi Jinping yielded "positive and constructive" results with their marathon talks achieving all goals that were set, a top White House official has said.

Spread over two days - Friday and Saturday - at a picturesque desert resort in Southern California, Obama, 51, and Xi, 59, had several rounds of meetings spread over nearly eight hours on a range of bilateral, regional and global issues.

"The President had very good discussions in an informal atmosphere, uniquely informal atmosphere, with President Xi over the last two days," National Security Advisor Tom Donilon told reporters after the conclusion of the two-day summit.

"The discussions were positive and constructive, wide-ranging and quite successful in achieving the goals that we set forth for this meeting," he said.

Cyber security and cyber issues, a "center of the relationship" between the world's largest economies, were one of the important topics when the two leaders had discussions on economic issues.

"Actually those issues took up most of the discussion this morning between President Obama and President Xi. Obviously, given the importance of our economic ties, the President made clear the threat posed to our economic and national security by cyber-enabled economic espionage," Donilon said yesterday.

"The President underscored that resolving this issue is really key to the future of US-China economic relations. He asked President Xi to continue to look seriously at the problem that we've raised here," he said.

Human rights and military relationship were other issues discussed between the two leaders, he said.

Donilon said the specific issue that Obama talked to Xi is the issue of cyber-enabled economic theft of intellectual property and other kinds of property in the public and private realm in the United States by entities based in China.

The "unprecedented" theft of American intellectual property is costing the nation a whopping USD 300 billion annually and the main culprit is China, according to a study.
"The President went through this in some detail today with some specifics today and asked the Chinese government engage on this issue and understand that if it's not addressed, if it continues to be this direct theft of United States' property, that this was going to be a very difficult problem in the economic relationship and was going to be an inhibitor to the relationship really reaching its full potential," he said.

"We've undertaken, as you know, a systematic effort with respect to this issue. We have had conversations with the Chinese about it over the course of the last year or so. We've raised it publicly," he added.

Donilon said he has personally briefed officials of the key American allies in the region about the meeting.

"I think I actually have meetings with representatives on Tuesday to go through a complete debrief, and I expect that the President will be in touch with his counterparts of the key allies to go through this," he said.

"This is part of our rebalancing effort here. Our rebalancing effort to Asia is a comprehensive effort to correct what we saw as an imbalance in our efforts globally, to invest more in Asia because we see our future linked to Asia increasingly as we go into the 21st century," he said.

"That rebalancing effort has many elements to it. It includes, first and foremost, reinvigoration of our alliances, and I think we've been quite successful on that, frankly, from the time we've come into office. It includes engaging and deepening our relationship with emerging powers such as India and Indonesia, and we've been quite active on that," he said.

"It involves our working on the security and political architecture in Asia, and we have been working very hard on that - including the President's decision to participate at the summit level in the East Asia Summit and our determination to make that institution be the premiere diplomatic and security institution in Asia," he said.

Among other things, Donilon said the two leaders agreed that "North Korea has to denuclearise, that neither country will accept North Korea as a nuclear-armed state and that we would work together to deepen cooperation and dialogue to achieve denuclearization."

The two sides stressed the importance of continuing to apply pressure both to halt North Korea's ability to proliferate and to make clear that its continued pursuit of nuclear weapons is incompatible with its economic development goals, he said.

Hijacking Decolonisation: French Polynesia at the United Nations

French Polynesia’s historic resolution at the United Nations was clinched by years of campaigning and back-room diplomacy by this French dependency, reports Nic Maclellan

IN A SENSE, Oscar Manutahi Temaru lost the battle but won the war. Not long before he ended his term as president of French Polynesia this month, he achieved his long-held goal of increasing international support for the Maohi people’s right to self-determination. Temaru has been campaigning for independence from France since the 1970s.

In a historic decision, the United Nations General Assembly adopted a resolution on 17 May to reinscribe French Polynesia on the UN list of non-self-governing territories. The resolution, sponsored by Solomon Islands, Nauru and Tuvalu with support from Vanuatu, Samoa and Timor-Leste, was adopted by the 193-member UN General Assembly without a vote. It ends a sixty-five-year period during which French Polynesia has been absent from the list of countries recognised as colonial possessions.

The resolution asks the UN Special Committee on Decolonisation to debate the issue of French Polynesia at its next session and report back to the General Assembly. It also calls on the French government “as the Administering Power concerned, to intensify its dialogue with French Polynesia in order to facilitate rapid progress towards a fair and effective self-determination process, under which the terms and timelines for an act of self-determination will be agreed.”

The right to self-determination does not necessarily equate to political independence. Under UN decolonisation principles, a referendum of the “concerned population” can consider a range of options, including integration with the colonial power, greater autonomy, free association, or full independence and sovereignty.

There’s a long way to go before the people of French Polynesia decide on a new political status. Temaru’s opposite number, the incoming president Gaston Flosse, denounced the “tyranny” of the UN decision. A long-time opponent of independence, Flosse claims a popular mandate for his loyalty to France.

But even as a symbolic measure, the UN resolution sparked fireworks and fury in Paris. After writing to all member states in an unsuccessful bid to delay or scuttle the resolution, France’s UN ambassador boycotted the General Assembly session. “This resolution is a flagrant interference,” said the French Ministry of Foreign Affairs, “with a complete absence of respect for the democratic choice of French Polynesians and a hijacking of the decolonisation principles established by the United Nations.” The French nationalist party, the National Front, denounced the United Nations, “recalling with great force that the future of the French territories can only be seen within the bosom of the French Republic.”

Since the end of nuclear testing in 1996, France has sought to improve relations with members of the Pacific Islands Forum. But the fierce reaction to the UN resolution suggests that Paris is not planning to relinquish its role as a colonial power in the region any time soon. And the fact that the UN resolution was sponsored by French Polynesia’s island neighbours shows that the debate about colonialism in the region isn’t going to go away.

FRANCE first colonised part of Polynesia as the Etablissements Français de l’Océanie in the mid nineteenth century. By the end of that century, the five eastern-Pacific archipelagos we now call French Polynesia had fallen under French control. Since then, their status has evolved from protectorate to colony, then from “overseas territory” to “overseas country” to today’s “overseas collectivity” of France, each shift in terminology reflecting changes in colonial policy in Paris.

For fifty years after the founding of the United Nations, Paris refused to accept international monitoring of decolonisation in the Pacific, arguing that the Pacific territories enjoyed self-government within the French Republic. The newly created United Nations established a list of non-self-governing territories in 1946, calling on administering powers to promote economic, social and ultimately political development in their colonies. But from 1947, France refused to transmit information on its overseas territories to the General Assembly, as required under Article 73 of the UN Charter. A revised UN list of territories in 1963 ignored France’s Pacific dependencies, apart from the joint Anglo-French condominium of the New Hebrides.

After the end of nuclear testing at Moruroa and Fangataufa atolls in 1996, France began to change its policy in the Pacific region. The signing of the 1998 Noumea Accord – an agreement between the French state and supporters and opponents of independence in New Caledonia – acknowledged the need for decolonisation and improved regional relations. President Jacques Chirac began the devolution of more powers to France’s overseas territories in 2003. New Caledonia and French Polynesia both gained observer status at the Pacific Islands Forum (which links Australia, New Zealand and fourteen independent island nations), and upgraded to associate membership in 2006.

These changes were too little, too late, for the FLNKS independence coalition in New Caledonia and the pro-independence party Tavini Huiraatira in French Polynesia. These nationalist movements have long sought international support in their quest for a new political status, and the United Nations is seen as a crucial forum.

The latest UN resolution means that French Polynesia joins sixteen other territories on the UN list of non-self-governing territories, including five in the Pacific region: New Caledonia (under French administration); Tokelau (New Zealand); Pitcairn (United Kingdom); Guam and American Samoa (both United States).

New Caledonia was only reinscribed on the UN list through a UN General Assembly resolution in December 1986, after campaigning by members of the Pacific Islands Forum. The resolution came at the height of armed conflict during 1984–88 between the French armed forces and supporters and opponents of independence. Australia and New Zealand joined their island neighbours to support New Caledonia’s reinscription, fearful of the radicalisation of the Kanak independence movement and perceived Soviet advances in the region.

In French Polynesia, the independence movement has sought the same sort of international recognition for decades. As leader of the Polynesian Liberation Front, Temaru first lobbied at the United Nations in 1978. He patiently sought support from Pacific governments throughout the 1980s and 1990s, gaining solidarity from the Pacific Conference of Churches and the Nuclear Free and Independent Pacific movement, but little action came from neighbouring Polynesian nations.

In contrast, the independence movement in New Caledonia gained extensive support from the Melanesian Spearhead Group, which links the FLNKS and the governments of Vanuatu, Fiji, Solomon Islands and Papua New Guinea.

Since reinscription in 1986, New Caledonia has been scrutinised by the UN Special Committee on Decolonisation every year. The governments of France and New Caledonia even invited the UN committee to hold its regional seminar in Noumea in 2010. Maohi nationalists are angry that the rights extended to New Caledonia under the 1998 Noumea Accord do not extend to other French dependencies in the region. Symbolically, Oscar Temaru was refused entry to the UN’s 2010 decolonisation seminar in New Caledonia’s capital.

GASTON FLOSSE first served as president of French Polynesia in 1984–87 and was re-elected in 1991. The long rule of this fierce opponent of independence came to an end in 2004 after Temaru’s Tavini Huiraatira party united with other groups in the Union for Democracy coalition, or UPLD, and defeated him in closely fought elections for the French Polynesian Assembly. For the first time, French Polynesia had a president who supported independence from France.

Since then, local opinion has shifted slowly but significantly, even as control of the government has swung back and forth between supporters and opponents of independence. (Unstable political coalitions and Paris’s unceasing opposition to Temaru’s agenda have combined to bring about eleven changes of leadership since 2004.)

In 2011, the French Polynesian Assembly in the capital, Papeete, narrowly voted for the first time to support Temaru’s call for UN reinscription. A legal challenge to the Assembly vote failed at the Administrative Tribunal of Papeete in early 2012.

The UPLD also looked to Paris as France moved towards presidential elections in May 2012. After years of conservative rule under presidents Jacques Chirac and Nicolas Sarkozy, the Tavini Huiraatira party had aligned itself with the French Socialist Party. Before his 2012 election as president, François Hollande signed a cooperation agreement with Tavini in his role as Secretary General of the Socialist Party, formally recognising the right to self-determination for the Maohi people.

The UPLD coalition decided to soft-pedal their reinscription push at the United Nations during 2012 in order to avoid embarrassing Hollande in the midst of the presidential elections. Once elected, however, Hollande began to back away from the principles set out in the inter-party accord.

With Australia and France signing a Joint Statement of Strategic Partnership in January 2012, Canberra too has been less than enthusiastic about Temaru’s reinscription initiative. When I interviewed him last year, Australia’s then parliamentary secretary for Pacific Island affairs, Richard Marles, described France as a long-term stable democratic partner in the Pacific and reaffirmed Australian opposition to re-inscription. “We absolutely take our lead from France on this,” he said.

Meeting in Rarotonga in August 2012, Pacific Islands Forum leaders reiterated their support for the principle of self-determination but didn’t endorse the call for re-inscription. Instead, the Forum communique welcomed “the election of a new French government that opened fresh opportunities for a positive dialogue between French Polynesia and France on how best to realise French Polynesia’s right to self-determination.”

A month after the Forum, without the restraining influence of Canberra and Wellington, the leaders of Samoa, Solomon Islands, Fiji and Vanuatu lined up at the UN General Assembly, explicitly calling for action on decolonisation. Vanuatu’s then prime minister, Sato Kilman, called on “the independent and free nations of the world to complete the story of decolonisation and close this chapter.” He urged the United Nations “not to reject the demands for French Polynesia’s right to self-determination and progress.”

In the year Samoa celebrated its fiftieth anniversary of independence from New Zealand, prime minister Tuilaepa Sailele Malielegaoi told the General Assembly, “In the case of French Polynesia, we encourage the metropolitan power and the territory’s leadership together with the support of the United Nations to find an amicable way to exercise the right of the people of the territory to determine their future.”

The same month, with Fiji’s foreign minister Ratu Inoke Kubuabola in attendance, the Sixteenth Summit of the Non-Aligned Movement, in Tehran, issued a new policy on decolonisation. According to its communique, “The Heads of State or Government affirmed the inalienable right of the people of French Polynesia–Maohi Nui to self-determination in accordance with Chapter XI of the Charter of the United Nations and the UN General Assembly resolution 1514 (XV).”

Opinion was also shifting at home. In August 2012, the Eglise Protestante Maohi, the Protestant church that is the largest denomination in French Polynesia, voted for the first time to support Temaru’s call for re-inscription. “The reinscription of Maohi Nui on this list constitutes one way to protect the people from decisions and initiatives of the French State that are contrary to their interests,” said the church executive. “This reinscription would serve, through the recognition of the rights of the Maohi people, as an efficient means of protecting their heritage and allowing them to remind France that she must clean our country of all the nuclear waste that has been left here.”

The following month, the Central Committee of the World Council of Churches added its voice, calling on “France, the United Nations, and the international community to support the reinscription of French Polynesia on the UN list of countries to be decolonised, in accordance with the example of New Caledonia.”

WITH increasing regional support, the formal bid for reinscription was relaunched in early 2013, with extensive lobbying in New York by Oscar Temaru and France’s senator for French Polynesia, Richard Ariihau Tuheiava.

In January, Temaru addressed a meeting of the Co-ordinating Bureau of the Non-Aligned Movement in New York, seeking their support. “This is yet another case of David against Goliath, and the reason why we want our country back on the UN’s list of non-self-governing territories,” he said. “Without the UN as a referee between France and us, this is once again an unfair and uphill battle. Don’t get mistaken – this is not a request from us to get independence without our people’s vote. What we seek is a fair evolution of our relations with France, with the oversight of the UN.”

In February, the UN ambassadors for Solomon Islands, Tuvalu and Nauru formally lodged a draft resolution at the General Assembly. But in spite of pre-election pledges by President Hollande, French diplomats launched a sharp attack on the initiative. The assault was led by France’s UN ambassador Gérard Araud, a graduate of the prestigious Ecole Nationale d’Administration who had represented France as a diplomat in Washington, NATO and Tel Aviv. Araud lobbied hard to have the resolution delayed in the hope that it would lapse after the May 2013 elections in Papeete.

In the interests of compromise, the sponsoring states issued a revised version of the resolution on 1 March, but France sought for weeks to keep the resolution out of the General Assembly. Although colonial powers including the United States and Britain agreed to back France, other UN member states were astounded by the vigour with which France pressed its case. Denouncing the “violence and condescension” of Araud’s interventions, Temaru wrote to the French president on 27 March, calling on him to bring the ambassador to heel.

“Without wanting to embarrass you with the procedural details or the reasons invoked to refuse us a date,” Temaru wrote, “I would draw to your attention the growing frustration and incomprehension over France’s position, which we have been informed of by several UN member states. For the majority of these states, the right to self-determination is a sacred principle, inscribed in the UN Charter… The French pressure towards the President of the General Assembly is similarly perceived as the denial of the democracy that is at the heart of the General Assembly… If some of your confreres in the P5 [permanent members of the Security Council] seem to be accepting the French action on our dossier, others have shared their astonishment with us.”

French Polynesia’s local elections on 5 May saw the defeat of President Temaru’s UPLD coalition, with voters angry over the government’s management of French Polynesia’s post-GFC fiscal crisis, declining tourism and growing unemployment. The return of Gaston Flosse, an ageing politician currently appealing a series of convictions for corruption and abuse of office, highlights the political stasis in Papeete, and the lack of vision for new post-nuclear economic options.

After his election, Flosse immediately wrote to the president of the General Assembly, Vuk Jeremic of Serbia, in an unsuccessful attempt to delay action on the resolution. France’s ambassador boycotted the session on 17 May and Britain, the United States, Germany and the Netherlands all disassociated themselves from the consensus vote. Fearful of a growing regional debate about West Papua, Indonesia’s representative stressed that the “adoption was solely based on a specific historical context and should not be misinterpreted as precedence by other territories whose cases were pending with the Decolonisation Committee.”

IN THE aftermath of the UN resolution, Gaston Flosse is now seeking to pre-empt a debate about options and timetables for self-determination by calling for an immediate referendum on independence. Buoyed by his success in the Assembly elections, Flosse is hoping that a quick vote would overwhelm the UPLD, which must rally a population fearful that France would abandon them, politically and financially, after independence.

For Temaru and the UPLD, any referendum must be based on UN practice and principles, and the thorny question of voting rights must be resolved. Flosse has argued that all French nationals resident in the territory have the right to vote in a self-determination referendum. Temaru, echoing the process established by the Noumea Accord in New Caledonia, has argued for a restricted electorate limited to indigenous Maohi and long-term residents. Any vote should be preceded, he says, by a lengthy transition, with information in local languages about all options and a timetable for the transfer of authority.

In spite of French anger over the UN resolution, the decolonisation agenda has some way to go. New Caledonia has been on the UN list since 1986 and increased UN scrutiny does little to change the reality on the ground. (Under the Noumea Accord, after elections in 2014 New Caledonia will move towards a decision on its political status, with a possible referendum before 2019.) With limited staff and finances, the UN Special Committee on Decolonisation lacks the capacity to fully support the remaining territories.

Even so, self-determination will remain on the region’s agenda over the coming decade. The Melanesian Spearhead Group meets in June in New Caledonia, with FLNKS leader Victor Tutugoro taking over as chair of the sub-regional body at a crucial time. The UN resolution has buoyed the Kanak independence movement, with the FLNKS Political Bureau warmly welcoming the decision. As Maohi nationalists celebrate their victory, the future of France in the South Pacific is yet to be decided.

Papuans and PNG Government Holds Meeting in MSG Secretariat

HolanNews,-- Papuans who were in exile, Papua New Guinea (PNG) reportedly held a meeting with the PNG Government in the secretariat Melanesian Spearhead Group (MSG) in PNG, Thursday (05.30.13) last. 

Such information received majalahselangkah.com tonight, Saturday (01.06.13), a joint meeting was held to discuss support PNG leaders and other Melanesian countries for the liberation of West Papua.

"This is a preparatory meeting for West Papua is officially registration at MSG this month (June: red)," the source said.

It is said, in the PNG people talk about West Papua and Papua New Guinea is "Wanpela Graun" (the land). Not only here, in the Solomon Islands, Kanaky, Vanuatu and Fiji to talk about the liberation of West Papua.

Chairman of the West Papua National Parlmen (PNWP), Buctar Tabuni said he expressed gratitude for the support of the Melanesian countries.

"We (PNWP: red) has commissioned the West Papua National Committee (KNPB) for calling on the Papuan People all over the world to immediately mobilize to support West Papua registration process as an official member of the MSG in the city of Noumea, New Caledonia on this month," he says.
