“Aksi perampasan senjata pada 4 Januari 2014 di Pos Polisi Kulirik, Puncak Jaya adalah murni operasi gerilya dibawa pimpinan Tengamati Telenggen yang merupakan anggota TPN-PB dari Pimpinan Panglima Gen. Goliat Tabuni. Aksi perampasan senjata adalah salah satu taktik gerilya yang selalu ada dalam dunia perang dan perjuangan, sehingga sangat salah bila Poengky Indarti dari Imparsial yang tidak tahu situasi lapangan Puncak Jaya itu menyebut aksi gerilya itu sebagai gangster atau untuk kepentingan uang dan Pilkada,” kata Victor Yeimo.
“Mereka ini sebenarnya anak binaan yang diikutsertakan untuk menjaga pembuatan jalan di Puncak Jaya tetapi entah bagaimana hal itu bisa terjadi,” kata Marcelis, (5/1).
Amnesty Internasional: Indonesia: Investigate Ill-treatment of Protesters and Intimidation of Journalists in Papua

On 26 November, police arrested at least 28 political activists including three women who participated in a pro-independence protest in Waena, Jayapura organized by the West Papua National Committee (Komite Nasional Papua Barat, KNPB). According to a human rights lawyer who saw them in detention at the Jayapura City police station, there were indications that they had been beaten after they were arrested. Some of the detainees had bruises or swelling on their mouth, eyes, forehead and body. At least 12 people are still in police custody.
The authorities must ensure that all those who are detained have access to lawyers of their choosing and that those who are suffering injuries have immediate access to medical treatment. The authorities must also ensure a prompt, thorough, and effective investigation into the allegations of ill-treatment by the police and ensure that those suspected of involvement, including persons with command responsibility, are prosecuted in proceedings which meet international standards of fairness. Victims should also be provided with reparations.
Amnesty International continues to receive credible reports of human rights violations committed by
the security forces in the provinces of Papua and West Papua, including torture and other ill-treatment, unnecessary and excessive use of force and firearms and possible unlawful killings. Investigations into such reports are rare and only few perpetrators have been brought to justice. The lack of accountability and the failure to criminalize acts of torture in the Criminal Code contributes to this culture of impunity.
Our organization is also concerned that the Jayapura City police personnel reportedly intimidated at
least three journalists while they were covering the KNPB protest in Jayapura. Police personnel approached them and hit one of the journalists in the head. Police also attempted to grab their cameras and told them to leave the area. One of the journalists was intimidated by the police to delete photos he had taken of the protest.
Journalists play a crucial role in exposing human rights violations and abuses, especially in Papua where authorities restrict access to international observers, including human rights organizations and journalists. Harassment, intimidation and attacks against journalists and human rights defenders can have a chilling effect, and can contribute to a climate of impunity. Amnesty International calls on the authorities to investigate all allegations of attacks, intimidation and harassment of journalists in Papua and ensure they – and others – are not obstructed from conducting their legitimate work.
Amnesty International does not take a position on the political status of Papua, or any other province of Indonesia. However, people in Papua and elsewhere in Indonesia should be able to peacefully express their views free from harassment, threats and the fear of criminalization. Our organization believes that the right to freedom of expression includes the right to peacefully advocate referendums, independence or any other political solutions that do not involve incitement to discrimination, hostility or violence.

Demo KNPB in Nabire, 14 People Arrested and Beaten By Police

According to the monitoring, peaceful protest that started at three rallying point controlled by Indonesian police and troops since early morning. Yagen Massa headed to the meeting points suddenly arrested by members of the police uncompromising Nabire.
A total of 14 of them beaten, namely Otto Kudiai, Japheth Keiya, Anipa Pigai, Agustina, and Julian Nawipa suffered a heavy blow, resulting in torn lips, forehead and eyes swollen.

- Memperingati hari Demokrasi Internasional yang ditetapkan oleh PBB pada tahun 2010,
- Menuntut hak Penetuan Nasib sendiri sebagai isu tunggal di Papua Barat sebelum pelaksanaan atau pembukaan Sidang tahunan PBB yang akan dimulai pada tanggal 19 – 20 September 2013 mendatang.

55. According to the report of Human Rights in West Papua 2013, by the International Coalition for Human Rights and Peace for Papua, Indonesian security personnel were involved in the killing of Mr. Terjoli Weya (23) on the 1st of May 2012 during a protest organised by a pro independe nt organisation KNPB at Taman Imbi. On May 15, 2012, Melianus Kegepe (23) was shot by police special forces (Brimob) in a billiard bar at the Degeuwo 45 (Paniai regency) illegal gold panning site, reportedly as a result of an argument between four of his tribes men and the bar’s owner. On June 6, 2012, Elinus Yoman (27) was killed by members of military Battalion Yonif 756 Wimane Sili in Honelama village, West of Wamena, during a violent act of revenge. The retaliation happened after two members of Batta lion 756 had crashed into a child on a motor cycle at Honelama village, and one of them was stabbed to death and the other one was
injured. On June 4, 2012, Yesa Mirin (22), Fanuel Tablo (29) and Tanius Kalakmabin (20) were killed by the police force when the police forcefully dispersed a KNPB protest at Harapan village, near Sentani city. Yesa Mirin was hit and killed by a bullet to the lower back as he tried to escape from the approaching security forces. His family also reported that he had wounds all over his body, which appeared to have been caused by beatings after the arrest. Fanuel Tablo died on June 6, 2012, of blood loss due to a bullet wound to the back of his head. Tanius Kalakmabin reportedly died of his injuries at the Yowari public hospital in Sentani after having been shot.
56. On June 14, 2012, Musa Mako Tabuni (30), the vice chairman of the pro independence organization KNPB, was killed by police special forces in Waena, a suburban area of Jayapura, as he tried to run from the Special Forces, who were trying to arrest him. It was reported that Mako Tabuni repeatedly asked the officers to show him a warrant during the arrest. Witnesses reported that the Special Forces shot Mr. Tabuni in his right thigh as he tried to escape.
57. On November 4, 2012, the dead body of Paul Horis and heavily injured Klismon Woi were found on the FakFak river bank in FakFak regency. Klismon Woi died of his injuries two days later (November 6, 2012) in FakFak public hospital. The autopsy revealed that Paul Horis had died as the result of a big hole on the top of his head and a broken neck.
Klismon Woi was admitted with a ruptured spleen and severe bruises on the head, legs and ribs. Both activists were leading members of the KNPB pro independence organization. They had been riding a motorbike before the incident happened, which was found undamaged at the site of crime.
58. On December 16, 2012, Hubertus Mabel (30), the leader of the KNPB’s militant wing, was killed by the anti terrorist Special Forces Detachment 88 close to Habusa Village, near Wamena. At the end of December 2012, members of the Indonesian military reportedly shot at seven Papuan fishermen near Papan Island, in the Raja Ampat archipelago, killing La Tula (13), La Nuni (55), La Jake (30) and La Edi (20). Three other fishermen, La Amu (20), La Udin (30) and La Self (20), were seriously wounded by gunshots. The perpetrators then reportedly tried to get rid of the bodies of the four victims, which had been under water for almost a week when they were found. It is un clear why the men were .
The State Party should:
1) Reduce the number of military forces deployed in Papua and ensure the compliance by the security forces with Indonesia’s obligations under international human rights laws and standards
.
2) Develop independent and effective complaint mechanisms for victims concerning human rights violations by the security forces, which can ensure follow up, independent investigations and rosecutions of perpetrators and provide adequate remedies to victims
.
3) Ensure that the National Police applies effective oversight of the provincial police in Papua and ensure that residents of Papua can enjoy a high standard of law enforcement. For this, negligence and corruption within the police should be addressed with serious sanctions and criminal procedures where applicable.

Papuan independence activists Want to Become a Member of MSG

Activists Papua Merdeka, OPM in Vanuatu said membership in the Melanesian Spearhead Group will be a major breakthrough in the struggle for independence from Indonesia.
West Papua National Coalition, KNPB for the liberation of Papua have been invited to the summit of MSG coming in Noumea by political groups Kanak indigenous New Caledonia, FLNKS (Kanak Socialist Front for National Liberation).
This is the first time activists Papua Movement will attend gatherings countries of Melanesia as an independent entity.
An application has been filed to give and receive full membership.
Andy Ayamiseba, lobbyists from Papua to the program Pacific Beat-Radio Australia says if the submission is successful, it will increase the status of the campaign for independence from Indonesia.
"By having the support of the immediate area we ... the international community will see that, yes, it was an area where West Papua have given their support,"

Sekretaris umum KNPB, Ones Suhuniap kepada tabloidjubi.com saat dikonfirmasi via telepon mengaku, Buchtar dibebaskan oleh polisi sekitar pukul 13.30 WIT. Menurutnya, belum ada penjelesan detail kepada pihaknya dari polisi terkait penangkapan Buchtar. “Belum ada penjelesan yang jelas dari polisi ke kami terkait penangkapan,” kata Ones lewat telepon selulernya, Rabu (12/6) sore.
Ones juga mengaku, selama Buchtar menjalani pemeriksaan di polisi, ia mendapat perlakuan yang tidak layak, (dipukul dan diinjak, red) dari aparat keamanan yang menangkap dan menahannya. Sebelumnya, dikabarkan mantan ketua Komite Nasional Papua Barat (KNPB) ini ditangkap oleh aparat kepolisian dari Polresta Kota Jayapura, Papua.
Penangkapan berlangsung didepan gapura Kampus Universitas Cenderawasih (Uncen) Jayapura Perumnas III Waena, Abepura. Buchtar ditangkap saat melintas didepan gapura Kampus Uncen Perumnas III Waena dengan menggunakan mobil Inova warna putih.
“Ya, dia hanya dimintai keterangan saja terkait demo yang dilakukan oleh mahasiswa Fakultas Ilmu Sosial dan Ilmu Politik (Fisip) Uncen Jayapura,” kata Kabid Humas Polda Papua, Kombes Pol I Gede Sumerta Jaya lewat pesan singkat yang dikirim ke tabloidjubi.com, Rabu sore.Lebih lanjut, I Gede mengaku, pihaknya hanya meminta keterangan apakah ada keterlibatan kelompok Buchtar Tabuni dengan aksi demo mahasiswa Fisip Uncen.
“Kita hanya mau meminta keterangan apa ada keterkaitan atau tidak. Karena, ada demo yang dilaksanakan tanpa pemberitahuan ke pihak Polri,” ungkapnya. Namun, kata dia, penahanan tersebut tidak berlangsung lama karena tak ada dasar hukum. “Sudah dibebaskan. Gak ditahan. Gak ada dasar hukumnya untuk menahan dia,” ujarnya.
