East Indonesian Islamist Militants Expand Focus and Area of Operations

The rise of Santoso (a.k.a Abu Warda, a.k.a. Abu Yahya) as Indonesia's most wanted militant is forcing the country's elite counterterrorist unit, Densus 88, to focus on his Sulawesi-based network - Mujahidin Indonesian Timur (MIT) (Jakarta Globe, November 5, 2012). Since 2012, MIT has targeted Indonesian government officials and security forces, but there are concerns that MIT could follow the path of Jemaah Islamiyah (JI), especially because Santoso was previously a commander in Jamaat Ansaru Tawheed (JAT), the successor group to JI.

The most recent incident highlighting MIT's expanding reach occurred on May 9, when Densus 88 carried out a series of raids in Bandung, Kebumen and Batang on Java, the country's most populous island (for Densus 88, see Terrorism Monitor, August 12, 2011). According to police, the seven militants who were killed and the 13 who were arrested had explosives prepared for attacks and had robbed banks to raise money for Santoso (Jakarta Post, May 10, 2013).

The Javan connection to Santoso shows that the legacy of JI and JAT founder Abu Bakr Ba'asyir, even as the 73-year old Ba'asyir serves a 15-year prison sentence for sponsoring a terrorist training camp in Aceh that Densus 88 raided in 2010. Santoso commands approximately 50 MIT fighters in the jungle area of Poso and Palu in Central Sulawesi (Straits Times [Singapore], February 13). The extent of the MIT's network, however, is much larger and was exposed when two of Santoso's men who murdered two police officers in May 2011 were arrested and revealed information about MIT to interrogators. Despite those two militants' revelations, MIT's attacks in Sulawesi continued in 2012, including:

· The murder of two police officers in Poso in August
· A bomb attack in North Poso, also in August
· A September bomb attack at a police station in Poso
· The November shooting of the North Poso Police station chief
· The shooting of four police Mobile Brigade members in North Poso in December, which Santoso claimed under the name of "Batalyon Abu Warda." The attack was in revenge for the police closing a girls' pesantren (Islamic boarding school) in Poso two months earlier (Jakarta Post, January 13).

As demonstrated by MIT's attacks in Poso, the group tends to avoid operations that leave civilians dead, a contrast with JI's former style. MIT is locally funded, in part through bank robberies and other criminal activities, including hacking foreign exchange trading websites (Jakarta Globe, December 24, 2012). JI, in contrast, was funded by al-Qaeda and beholden to al-Qaeda's modus operandi of targeting foreign citizens and foreign interests, including attacks that killed more than 200 people, mostly foreigners, in the tourist district of Bali in 2002 and 2005 and in Jakarta in 2009.

WE MUST PROTECT OUR OWN- NAMAH

PNG,-- In the light of the Extradition Treaty signed between the Government of Papua New Guinea and Indonesia, there has never been on record any citizen of this country living in Indonesia that would warrant such the action taken by both governments. 

UNHCR confirms over 9,000 West Papuan Refugees living in Papua New Guinea make up our demography; where a good number of them are wanted by the Indonesian government. 

It is very clear that the signed Extradition Treaty was initiated by the Indonesian government to extradite those wanted by their own government.

We must defend and protect our stock with reference to six (6) Melanesian societies that are part of the global community. They are; PNG, Fiji, Vanuatu, Solomon Islands, New Caledonia and West Papua. The signing of the extradition treaty will in no way protect our Melanesian brothers and sisters who deserve nothing less than their own political freedom.

The constant torture and killings of West Papuans by Indonesian soldiers across the border is very sensitive and an ongoing issue that cannot continue to be ignored whilst they seek refuge in our country. 

The Prime Minister is reminded that it is the job of the Opposition, not only to take the government to task on matters of National Importance after the event, but to even speculate and take pre-emptive action. This is based on the principle that prevention is better than cure. 

It goes without saying, that any person or a group of persons, who assume any leadership role on behalf of our people, must accept public scrutiny in both their public and private lives.

The demography of Papua New Guinea is also made up by the West Papuan Community, who are part of us and therefore it would only seem fair if the Extradition Treaty was pursued with their participation.

Public knowledge has it that Djoko Tjandra is a citizen of this country, confirmed by O’Neill in the media last week and that as a citizen of this country, he was not subject to the extradition treaty raising more suspicion who the extradition treaty was aimed at.

There are thousands of West Papuans living in PNG that do not have citizenship status, making them eligible for extradition if requested by the Indonesian government. 

Peter O’Neill must publish the contents of the Extradition Treaty that was signed in Indonesia for public consumption and dispel all misconceptions or be seen as an indecisive leader as history portrays.

We must always standby our principles even if we end up standing alone because political leadership in this country is not about the former MPs who defected to join the government, it is about 7.5 million citizens in this country, who deserve a government who will fight and defend them at all costs.

International report released on human rights violations in West Papua

A new report on human rights abuses in Indonesia’s provinces of Papua and West Papua says killings, torture and arbitrary arrests by security forces go unpunished.

The International Coalition for Papua, a group of human rights groups, has published the report, which covers events from October 2011 to March 2013.

It says security forces continue to raid villages in retaliation for conflict and to intimidate indigenous communities, resulting in the displacement of people.

A witness of a massacre in the remote district of Tingginambut confirmed 40 people were killed by the military in May.

It was the same month that Indonesia’s President received an award in the United States for promoting religious freedom, amid claims by human rights groups that entrenched laws discriminate against religious minorities.

The report says there are no independent mechanisms to hold perpetrators accountable, and illegal activities by the military continue with impunity.


MSG move seen as internationalisation of West Papua issue

The West Papua National Coalition for Liberation says the decision by the Melanesian Spearhead Group to retain its application for MSG membership is a major boost to efforts to bring the West Papua issue into the United Nations.

The WPNCL has released a statement on the decision by MSG leaders at their summit last week to approve a roadmap on which the application can be considered.

At the Noumea summit, MSG leaders officially addressed the sensitive issue of human rights violations in Indonesia’s Papua region for the first time.

The MSG agreed to send a delegation to Indonesia this year to discuss West Papua, paving the way for a subsequent decision on the membership bid.

The WPNCL’s Andy Ayamiseba says movement on the issue at MSG level is significant.
“It is a clear indication that the case of West Papua is out of Indonesia’s hands. It is no longer a domestic issue or internal matter but it’s not become a regional issue, an international issue.”

Since April 2013: Four shot dead Papuans

Baptist Foundation of Papua Papua claiming since April 30 to May 22, 2013 there were four civilians who died were shot.

Papuan Baptist Foundation Director, Matthew Murib in his press release said the alleged perpetrator of the witness testimony Armed Forces / Police. Three people died during the events of 30 April at 21:00 CEST in Klalin Road, Village Aimas, District Aimas, Sorong, West Papua.

Meanwhile, Chairman of the Synod of the Church of Papua Kingmi, Rev.. Benny Giay hope that the military / police adopted a new approach to assess because so far it was more repressive approach.

Indonesian group protests in favour of extrajudicial killings

 There's been a backlash against Komnas HAM, Indonesia's Human Rights Commission, in response to its report on the case of 12 soldiers who have gone on trial accused of killing four men suspected of murdering an elite commando

The commission's report contains evidence of what it says was a highly planned and coordinated raid on the jail where the killings took place, a view contrary to the military version which insists the men acted spontaneously and without help.

As the soldiers' trial began, there were rowdy scenes outside the court orchestrated by a group called the Alliance of Civil Society Against Human Rights Freedom Propaganda, which is calling for Komnas HAM to be broken up.

SI mendukung Seruan untuk menghentikan semua kekejaman Indonesia

Pemerintah Kepulauan Solomon telah menyerukan kepada pemerintah Indonesia untuk menghentikan semua kekejaman dan pelanggaran HAM di provinsi Papua Barat, Indonesia.
Berbicara pada kedatangannya kemarin Perdana Menteri Gordon Darcy Lilo mengatakan pemerintah telah mendukung panggilan untuk menghentikan semua jenis pembunuhan dan pelanggaran hak asasi manusia yang terjadi pada rakyat Papua Barat.
Meskipun panggilan ini Lilo mengatakan pemerintah harus mengakui bahwa Indonesia adalah negara merdeka dan ingin menemukan solusi untuk masalah ini.
"Posisi Kepulauan Solomon ... adalah bahwa SI menyerukan kepada pemerintah Indonesia untuk menghentikan semua kekejaman dan pelanggaran hak asasi manusia yang terjadi pada saudara Melanesia kami di provinsi Papua Barat, Indonesia.
"Tapi pada saat yang sama kita harus juga mengakui legitimasi Indonesia atas Papua Barat dan bahwa kita ingin bekerja dengan pemerintah Indonesia untuk mencari jalan keluar.

 
"Untuk mencari solusi tentang bagaimana kita akan mengatasi struktur politik dan sosial-ekonomi di masa depan yang dapat dipertimbangkan untuk memajukan kesejahteraan kami orang Papua Barat," kata Lilo.
Dia menambahkan bahwa ia senang untuk dicatat kepentingan semua negara anggota di wilayah tersebut yang ingin mencari solusi yang baik untuk situasi di Papua Barat.
Lilo menambahkan bahwa Indonesia telah menawarkan semua menteri luar negeri dari negara-negara MGS berkunjung ke Indonesia untuk mengadakan diskusi dengan pemerintah mereka, serta Provinsi Papua dan Papua Barat.

 
"Itu cukup mendorong untuk memiliki semacam indikasi dari pemerintah Indonesia," kata Lilo.
Lebih lanjut ia menambahkan bahwa komitmen para pemimpin MSG 'untuk mengatasi isu FLNKs juga hasil positif dari pertemuan tersebut.
PM Lilo mengatakan MSG dibentuk terutama untuk alasan situasi yang dihadapi oleh FLNKs sejak 1984-1988.
Dia mengatakan para pemimpin MSG berharap bahwa hasil positif akan datang dari referendum kapan saja tahun depan.
Menambahkan itu bukan salah satu yang akan membalikkan MSG kembali ke realitas FLNK dari masa lalu dekolonisasi.
"Kami berkomitmen untuk memastikan bahwa semua negara anggota akan tawarkan di mana kita bisa untuk membangun kapasitas teknis FLNKs dan masyarakat Kaledonia Baru.
"Kami percaya bahwa wilayah MSG harus menjadi wilayah yang layak. Jika stabil dan layak kita akan memiliki wilayah Pasifik yang layak. "
Mr Lilo yang kembali dari KTT MSG di Kaledonia Baru mengatakan bahwa MSG ingin bekerja dengan semua negara-negara anggota OECD di kawasan seperti Australia dan NZ untuk memanfaatkan ko-eksistensi dengan masyarakat multikultural negara MSG berharap untuk dan bekerja dengan anggota lain dalam daerah terhadap kegiatan yang nyata baik ke masa depan.

FSII mengutuk Kepulauan Solomon PM deklarasi Papua Barat

Honiara, Kepulauan Solomon ---- Forum Kepulauan Solomon internasional - FSII telah menyatakan kekecewaannya atas pernyataan oleh Perdana Menteri (PM) Gordon Darcy Lilo lebih pada isu Papua Barat selama Melanesian Spearhead Group (MSG) bertemu pekan lalu.
Dalam sebuah pernyataan Redley Raramo presiden forum internasional Kepulauan Solomon - FSII kata PM harus hancur untuk mengorbankan nyawa saudara kami Melanesia di Papua Barat dalam deklarasi itu dalam pertemuan MSG untuk melemahkan agenda Papua Barat.
"Ini tidak manusiawi mengabaikan kemanusiaan demi struktur politik semata. Pernyataannya di media benar-benar tidak bertanggung jawab yang 'sementara ia menyadari kekejaman terhadap masyarakat adat Papua Barat, ia terus menegakkan dan mendukung rezim yang jahat di Jakarta.
"Keputusan ini tidak masuk akal dalam arti bahwa kehidupan manusia tidak layak dibandingkan dengan struktur politik dan legitimasi."
Pernyataan itu mengatakan keputusan politik merupakan kutukan bagi Kepulauan Solomon dan ini menggambarkan arogansi terus menerus yang disebut orang-orang pemerintah yang berorientasi dan kepemimpinan.
"Politik dan ekonomi adalah kemanusiaan menyapu keluar backdoor dan cukup mengejutkan bahwa PM Lilo dan pemerintahannya melihat pas untuk memanjakan diri dengan mendeklarasikan pembunuh politik terhadap rakyat Papua Barat.
"Keputusan ini merupakan indikator bahwa pemerintahan ini kurang peduli tentang kehidupan manusia daripada propaganda politik mereka dan agenda."
Raramo mengatakan bermain judi politik dengan mengorbankan nyawa manusia adalah pengkhianatan dan Kepulauan Solomon harus memukul Lilo dan pemerintah yang paling sulit untuk menawarkan tangan untuk dibunuh rakyat Papua Barat.
"Pikiran Anda, darah Papua Barat menangis di tangan kita untuk itu keputusan serius dan SI akan menuai konsekuensinya.
"Atas nama FSII, saya mengecam keputusan tersebut dalam istilah terkuat untuk mengorbankan kemanusiaan untuk politik / ekonomi khususnya isu yang berkaitan dengan kebebasan bagi orang Papua Barat dari pemerintah Indonesia," kata pernyataan FSII presiden.

Indonesia is a major source country and to a much lesser extent a destination and transit country for women, children, and men who are subjected to sex trafficking and forced labor. Each of Indonesia's 33 provinces is a source and destination of trafficking, with the most significant source areas being the provinces of West Java, Central Java, East Java, West Nusa Tenggara, East Nusa Tenggara, and Banten. A significant number of Indonesian migrant workers face conditions of forced labor and debt bondage in Asia and the Middle East, particularly Saudi Arabia, the United Arab Emirates, Qatar, Taiwan, Singapore, Oman, and Hong Kong. The government estimates that there are six million Indonesians working abroad. Government officials reported there was an overall reduction in the number of workers mistreated or found vulnerable to trafficking as a result of targeted policies, such as a moratorium on permits to work abroad for domestic workers to Saudi Arabia, Kuwait, Syria, and Jordan. Malaysia and Saudi Arabia remain the leading destinations for newly departing migrant workers registered with the Indonesian government. Some 70 percent of all overseas Indonesian workers are female. Indonesian trafficking victims are found in all of the Gulf countries, Malaysia, Brunei, Taiwan, Chile, New Zealand, the Philippines, Egypt, and the United States, among others.

The government and NGOs reported an increase in university and high school students using social media to recruit and offer other students, including those under the age of 18, for commercial sex. Women and girls are trafficked for commercial sexual exploitation at mining operations in Maluku, Papua, and Jambi Provinces. There were reports of an increasing number of children exploited in prostitution in Batam district of the Riau Islands province and children from North Sulawesi province being exploited in prostitution in West Papua province. Some women from Uzbekistan and Colombia are subjected to forced prostitution in Indonesia.

Indonesia must ensure that urban and economic development do not put at risk adequate housing for poor citizens, a United Nations independent expert stressed today, adding that the Government must strive for inclusive progress.

"I am concerned that in some cases development is having a retrogressive impact on the right to adequate housing," said the Special Rapporteur on adequate housing, Raquel Rolnik, referring to reports of evictions in rural and urban areas to make way for new public and private developments.

Ms. Rolnik underlined that evictions are a gross violation of international human rights law. "I call on the Government to ensure that legislation regulating evictions is in line with Indonesia's international human rights obligations and is duly enforced on State agencies and third parties," she said at the end of her first visit to the country.
"More can and must be done to prioritize the poorest and most marginalized segments of society in Government housing policies and programmes."

Oposisi PNG, Jika Peter O'Neill Adalah Melanesia, Dia Akan Merasakan Rasa Sakit dan Penderitaan Orang Papua Barat

Pemimpin Oposisi  PNG Mengritik PM PNG Peter O'Neill Atas Kasus Papua

Perdana Menteri Papua Nugini  Peter O'Neill
Perdana Menteri Papua Nugini  Peter O'Neill  mengatakan serangan bermotif rasial kepadanya oleh pemimpin oposisi bangsa memalukan.

Mr O'Neill pada hari Senin menanggapi serangan akhir pekan oleh Belden Namah di mana pemimpin oposisi menuduh perdana menteri PNG tidak menjadi Melanesia setelah ia menandatangani perjanjian ekstradisi dengan Indonesia.


PNG berbatasan tanah hanya dengan provinsi bergolak Indonesia Papua Barat, dan banyak orang Papua Barat telah melarikan diri untuk menghindari aturan timur Indonesia.


"Aku hanya merasa benar-benar memalukan bahwa seseorang yang mengaku menjadi 'pemimpin' dapat resor untuk penyalahgunaan berbasis ras dan nama-panggilan tanpa provokasi atau pembenaran," kata O'Neill dalam sebuah pernyataan pada hari Senin.


"Kejam dan tidak beralasan atas serangan-Nya pada saya ketika mencoba untuk membenarkan posisi barunya di Indonesia dan Papua mengecewakan, tapi sayangnya, itu juga tidak terduga.


"Perilaku memalukan Mr Namah adalah salah satu alasan mengapa jumlah oposisi telah turun dari sekitar 20 sampai lima atau enam sejak ia menjadi pemimpin oposisi Agustus lalu."


Mr O'Neill pekan lalu berkunjung ke Jakarta dengan usaha besar dan delegasi menteri untuk menandatangani perjanjian ekstradisi, dan serangkaian perjanjian komersial dan sipil.


Bapak Namah diarahkan tanggapannya terhadap pembicaraan bilateral di Mr O'Neill secara pribadi, dan mengatakan pemerintah O'Neill akan menggunakan perjanjian ekstradisi untuk mengirim Papua Barat melarikan diri kekuasaan Jakarta kembali ke Indonesia."Peter O'Neill bukan Melanesia," kata Namah.


"Jika dia adalah Melanesia, dia akan merasakan rasa sakit dan penderitaan orang Papua Barat."Berbicara langsung ke serangan itu, Mr O'Neill mengatakan dia bangga dengan kontribusi ayahnya - seorang hakim kelahiran Australia, atau "Kiap" di Tok Pisin - telah dibuat untuk PNG."Saya bangga Papua Nugini," katanya.


"Saya bangga dengan kontribusi ayah saya terlambat dibuat ke Papua Nugini sebelum dan setelah kemerdekaan. Saya bangga dengan warisan saya, seperti anak-anak saya."


Dia mendesak Bapak Namah untuk memasang kebijakan, menambahkan tidak ada tempat untuk politik berbasis ras di PNG.


Mr O'Neill sudah menggugat Mr Namah untuk pencemaran nama baik setelah yang terakhir terbuka menuduh perdana menteri secara pribadi manfaat dari kontrak-kontrak pemerintah.


Jatuh politik di antara Mr O'Neill dan Bapak Namah datang setelah pemilihan nasional 2012 yang melihat Mr O'Neill menjadi PM dan Bapak Namah kepala oposisi cepat berkurang.


Selama setahun menjelang pemilu, Mr Namah adalah wakil perdana menteri Mr O'Neill.Sekarang Mr O'Neill perintah mayoritas di parlemen - sekitar 95 dari 111 kursi, sementara Mr Namah telah melihat nomor menyusut dari 12 menjadi hanya tujuh.


Hubungan pasangan itu memburuk selama menjelang pemilu, dengan Bapak Namah publik menyatakan selama kampanye ia harus menjadi perdana menteri negara itu.

Mr O'Neill bulan lalu dilaporkan mengambil halaman dari bermain-book mantan Perdana Menteri Australia Paul Keating, mengatakan Mr Namah di parlemen ia ingin "kembali dia perlahan"

Melanesian Spearhead Group on West Papua Issue

The long cry struggle for Independence by West Papuan Melanesian was one key issue discussed at the 19th Melanesian Spearhead Group Leaders -MSG; Summit held in New Caledonia.

Deputy Prime Minister Leo Deon speaking at the summit said Papua New Guinea maintains its position recognising West Papua as an integral part of Indonesia.

This year, the West Papua National Coalition for liberation applied for membership.

Mr Dion said PNG respects the sovereign right of Indonesia’s Republic rule over West Papua.
PNG’s founding father Grand Chief Sir Michael Somare was the chief guest at the MSG meeting, marking its of Silver Jubilee.

Sir Michael said the meeting was an avenue for leaders to discuss with wisdom and arrive at a gainful conclusion on the West Papuan issue.

Meantime, the Front de Liberation Nationale Kanak Socialiste -FLNKS has taken over the MSG chairmanship from Fiji lead by Victor Tutugoro.

PNG will also host the 2014 MSG Investment Roadshow and Trade Fair.

RAMSI to withdraw in Solomon Island


Also in the MSG meeting, The Regional Assistance Mission to Solomon Islands or RAMSI will be withdrawn starting July 24.

RAMSI assistance would remain on policing activities and this would be done in a bilateral level.

An independent review would be undertaken to establish whether Solomon Islands had the capacity in areas of assistance.

West Papuans welcome Malanesian support

The Melanesian Spearhead Group says it "fully supports" the right of West Papuans to self determination.

DORNEY: It said that they noted a road map in relation to the application for membership and that that road map should be based on clear and achievable time lines. There is no decision yet on this application, but the application is still alive as it were.

What was interesting, I think, is that the very first line of the decisions in relation to the membership was an endorsement that the Melanesian Spearhead Group fully supports the inalienable rights of the people of West Papua towards self-determination. They said this is provided for under the preamble of the MSG Constitution.

And the West Papuans were very happy with that commitment to supporting their rights for self-determination. The second point was that they endorsed the concerns of the Melanesian Spearhead Group regarding human rights violations and other forms of atrocities relating to the West Papuan people and that these be raised with the government of Indonesia bilaterally and as a group. That's another one that the West Papuans were very pleased to see. I think it's the first time that the word "atrocities" has appeared in an MSG communique in relation to West Papua.

But then it goes on to say that this Ministerial mission at the invitation of Indonesia is going to be going to Jakarta and West Papua sometime later this year and that it's going to be led by Fiji's Foreign Minister, Ratu Inoke Kumumbola and that the outcome of the West Papuan National Coalition for Liberation's application will be subject to a report of that Foreign Minister's mission.

So the West Papuans are fairly happy about that. They're concerned, they tell me, about this trip. They want it to be very open. They're also wanting journalists to be allowed to travel with the foreign ministers, to journalists from the Pacific, to travel with the ministers and when they get to West Papua, they not just go to Jayapura. They'd be allowed to travel around the two provinces there, Papua and West Papua.

COUTTS: How much support did that get having a media tag along Sean. We know that Fiji probably wouldn't be enamoured of that?

DORNEY: Well, I did have a quiet chat to Ratu Inoke, and he suggested that yes, he wouldn't be opposed to media going on that trip. It will be interesting to see how it pans out.

The Indonesian delegation, the spokesman in English for Indonesian delegation turned out to be Frans Albert Joku and Frans Albert is saying that this delegation will be taken to the province and see things.

He also said there were two very strong statements at the plenary session, a particularly strong statement from Vanuatu's Prime Minister, Moana Carcasses, but also Gordon Darcy Lilo was quite strong in his comments and what they said was in quite contrast to what Papua New Guinea's Deputy Prime Minister said where he apologised for the fact that Peter O'Neill had not turned up and then went on to say that the Papua New Guinea Prime Minister was not there, because he was in Indonesia.

And then later on in his address, he said that Papua New Guinea recognised that West Papua was an integral part of the nation of Indonesia. So Papua New Guinea didn't give the West Papuans much hope, but there were very strong statements as I say from Vanuatu and the Solomons in support of the West Papuans. And it's my understanding that these fairly strong words in the final communique came as a result of those two Prime Ministers wanting they're to be a major statement of support for the West Papuans in this final communique.

COUTTS: And is that the reason that the application for the MSG membership for West Papua was accepted before the delegation as was ....?

DORNEY: No, well that's, the Foreign Ministers had also agreed with that. The Foreign Ministers' decision was at the consideration of the application be deferred. The Foreign Ministers hadn't recommended that the application be thrown out. The Foreign Ministers had said let's have this visit that the Indonesians have invited us to, to West Papua, so I don't think the application was going to be rejected straight off anyway.
COUTTS: All right. Well, West Papua obviously dominated a lot of the proceedings. The chairmanship was handed over. But what other noticeable business took place?

DORNEY: Well, there were quite a number of other decisions made. But I suppose one of the more interesting things towards the end of the whole affair, the three day meeting, was that on Friday evening, at the centre, the leaders were to sign a re-endorsement of the support of the Melanesian Spearhead Group for the independence of the Kanak people of New Caledonia and surprisingly, although Sir Michael Somare was there, as one of the founding members of the leaders of the Melanesian Spearhead Group. Papua New Guinea did not turn up, did not sign that final endorsement of support for the FLNKS, which caused a bit of consternation.

Sir Michael Somare himself was quite furious that Papua New Guinea wasn't there. I understand Papua New Guinea's Deputy Prime Minister, Leo Dion, was ill and didn't turn up, but nobody else did as well. So that support for the FLNKS has been signed by all the other members, but not at that very crucial final meeting by Papua New Guinea.

And after that, the leaders went down to a social function, but at that social function, they had five cakes with five candles on each of the cakes to mark the 25th. anniversary of the formation of the MSG and because there was no representative of the Papua New Guinea government there, Sir Michael Somare actually lined up to blow out the candles on the cake for Papua New Guinea.

COUTTS: All right Sean. And, have we actually got travel dates yet for the Ministerial meeting?

DORNEY: No, the West Papuans were telling me yesterday, they did not want it to be at the same time as Indonesia's celebration of its independence anniversary, because they said West Papua would be covered in Indonesian flags at that time, that they didn't think that was an appropriate time for the delegation to go, but we do not have an exact time. No, the invitation is coming from the Indonesians and Ratu Anoke and the MSG Secretariat are waiting upon that invitation.

Kedatangan Perdana Menteri PNG Ke Jakarta Turut Memperpanjang Penderitaan Rakyat Papua

HolandNews,-- Terkait kedatangan Perdana Menteri PNG (PM) ke Jakarta atas undangan Susilo Bambang Yudhoyono (SBY), Presiden Republik Indonesia, mendapat sorotan dari berbagai pihak. Kali ini, Sorotan yang serupa datang dari aktivis Papua, Marthen Goo. Marthen melihat hal itu sebagai upaya pencitraan SBY dan penipuan terhadap PM dan Negara-negara melanesia lainnya.
Dalam komunikasi via selulernya, Marthen menegaskan "SBY hanya menipu PM PNG. Dengan diundangkannya PM ke Indonesia, sesungguhnya sudah mengganggu konsentrasi Negara-negara melanesia untuk serius membahas soal Papua. Itu satu keuntungan Politik yang sudah diraih Jakarta. Hal berikutnya lagi adalah, dengan PM PNG datang ke Indonesia, membuat Negara-negara MSG kemudian terpengaruh untuk datang ke Indonesia dan Papua. ini merupakan keberhasilan SBY dalam berpolitik. Sementara pentingan kebersamaan sebagai Bangsa Melanesia justru hilang dan tergadaikan."

Marthen mengawatirkan bahwa, Upaya pengalihan ke indonesia hanya sebagai upaya membatalkan pembahasan Papua di MSG.

Terkait kedatangan Negara-negara melanesia ke Papua, Marthen menegaskan, "Itu hanya skenario yang dibangun Jakarta. Kalau Negara-negara Melanesia datang ke Papua, pasti mereka akan dijumpai dengan orang Papua karbitan. Orang Papua yang selama ini dipakai Jakarta. Jakarta akan menjumpai Papua karbitan itu dengan Negara-negara Melanesia, agar Negara-nera tersebut percaya bahwa Indonesia sedang membangun Papua. Itu Politik licik yang akan dipakai. SBY dan  Komplotannya akan mengatur skenario, seakan Jakarta serius membangun Papua."
 
Marthen menyesalkan, seakan Negara-negara di Melanesia bisa ditipu dan hilang harga diri mereka sebagai Negara melanesia yang harus berjuang demi saudara Melanesiannya.

Ketika ditanya apa Solusi Marthen terkait kedatang Negara-negara MSG ke Jakarta dan Papua, Marthen menegaskan "Solusinya itu, Negara-negara Melanesia harus menjaring aspirasi Rakyat Laingsung di Papua, melalui Mekanisme Adat dan Negara-negara Melanesia harus mendesak kepada Indonesia untuk digelarnya Dialog Jakarta-Papua".

Disisi lain, Marthen Menilai bahwa ini meomen yang harus dimanfaatkan Negara-negara melanesia untuk mendesak segara digelarnya Dialog Jakarta-Papua dan bukan terlarut dalam skenario Indonesia (Jakarta)

Could West Papua be Abbott's East Timor?

Australia was instrumental in supporting East Timor's fight for independence in the 1990s. What role would an Australian Coalition government have in the move towards West Papuan independence, asks Tracee Hutchison.

When former prime minister John Howard and then foreign minister Alexander Downer began working toward East Timor's independence in 1999, history now tells us that they did so, initially, without letting on to the Indonesian government.

As the Australian government continued to publically support Jakarta's territorial claim over the resource-rich Indonesian province, privately the actions of Howard and Downer set in motion the makings of a new nation.
John Howard's leadership overseeing the UN-sponsored independence referendum and Australia's peacekeeping role in the fledgling nation remains, as he wrote in his biography Lazarus Rising, one of his proudest achievements and won him international acclaim. (Perhaps everywhere except Indonesia, where the issue of Timor Leste remains contentious).

But Australia's spiritual investment in East Timor was already considerable by the time the country voted overwhelmingly to break free from Indonesian rule. The killing of five Australian newsmen at Balibo in 1975 and the wave of Timorese refugees who made Australia home in the wake of the Indonesian occupation meant many Australians knew Timor's story well.

And it helped that the country had a Mandela-like leader who led Fretilin's resistance from his jail cell, one who also happened to fall in love with his Australian go-between in the process - and another who traversed the world stage as leader-in-exile, a Nobel peace laureate in the making.

Fast-forward 11 years after Xanana Gusmao was sworn in as the country's first president and the prospect of another Timor-like territorial tug of war with Indonesia at its epicentre is getting some tentative traction in the region. This time it is the Indonesian restive province of West Papua that is creating tension beyond its borders.

While Australian political leaders spent another week focused on a power struggle over who would lead the country, heads of state from Pacific island nations were grappling with a power struggle over a West Papuan application for membership of the Melanesian Spearhead Group, an intergovernmental organisation made up of the four Melanesian states; Fiji, Papua New Guinea, Solomon Islands and Vanuatu. The West Papuan National Coalition for Liberation had proposed that, as ethnic Melanesians, Papuans had a right to representation.

At first blush it's not the stuff of headlines and in Australia it didn't make any. After all, the MSG's core business of promoting regional trade and political consultation within a 'Melanesian framework' isn't going to be of much consequence to too many people in Australia.

But the mere fact the MSG made Papua's application for inclusion in the group an agenda item is significant in itself. And one that won't have gone unnoticed in Jakarta. Nor would the group's joint communiqué - released without any fanfare late on Friday night - that alleged human rights abuse in the Indonesian province need to be addressed as part of ongoing engagement and dialogue with Indonesia.

These may well prove to be benign manoeuvrings, but at least one Melanesian leader has warned that history would judge them poorly if the bloc displayed a lack of leadership on the West Papua issue. Vanuatu's prime minister Moana Carcasses  - a strong supporter of Papuan independence - told fellow MSG leaders that the group's "failure to take decisive action" on Papua would be "exposed by future generations".

While the application is still being considered, the prospect of West Papuan membership in the Melanesian Spearhead Group poses a vexing dilemma for regional geopolitics. In the lead-up to last week's meeting of the MSG PNG prime minister Peter O'Neill slipped up to Jakarta for a meeting with Indonesian president Susilo Bambang Yudhoyono vowing to raise human rights abuses in West Papua in their discussions. Publically, SBY and O'Neill issued a joint statement on those talks that the two nations would "work together" on their shared border issues. Again, the mere fact the issue was raised at this level is not insignificant.

Australia supports Indonesia's territorial governance over West Papua and neither side of politics would meet with high-profile West Papuan independence campaigner Benny Wenda when he undertook his self-described 'Freedom Tour' through Australia, New Zealand, PNG and Vanuatu earlier this year. Benda lives in exile in London and counts Julian Assange's Australian lawyer Jennifer Robinson among his supporters.

But while Australia currently keeps the Papuan cause at arms-length, it hasn't always been that way. Australia, somewhat controversially, accepted a group of West Papuan asylum seekers as genuine refugees back in 2006. The group of 43 - community leaders and their families among them - had fled in fear after violence broke out when the West Papuan flag, the Morning Star, was raised in direct defiance of Indonesian law in the province. The incident caused a bitter diplomatic spat between Jakarta and Canberra. Australia, by acknowledging the group would face persecution if they returned home, had directly challenged Indonesia's sovereignty and governing policy in West Papua. John Howard was Australian prime minister and SBY was Indonesia's president.

In more recent years, the Liberal/National Coalition has mirrored the Rudd/Gillard position on Papua. Both sides of Australian politics understand Jakarta's influence and strategic importance as a regional powerhouse and both have been massaging the relationship through the prism of regional security and economic development.

Despite a steady flow of allegations of human rights abuses in West Papua since the country's 'Act of Free Choice' elections in 1969, the issue of West Papuan independence remains firmly off the Australian-Indonesian bilateral political agenda. It is a curious twist of history and fate that Australia fell in love with East Timor's quest for independence from Indonesian but West Papua, with its not dissimilar circumstance, has been something of a silent witness.

In three months time, if the polls are accurate, Australia will have a new prime minister and a new foreign minister. Tony Abbott is a proud protégé of John Howard and Julie Bishop, should she stay in the foreign affairs portfolio, has invested a great deal travelling and talking to regional leaders in the Pacific. Bishop, in particular, would understand the acute sensitivities of the Papua question in the Melanesian context.

When John Howard was elected prime minister in 1996 an independent East Timor was unthinkable but it proved to be his greatest, and most unlikely, foreign policy triumph. Could an equally unthinkable destiny await West Papua under the stewardship of an Abbott-led Australian Government?
The momentum for change may well be starting to rumble across the Pacific.

Mkhuseli Jack, Pemimpin Anti-Apartheid Dedikasikan Penghargaan Bagi Rakyat Papua

The Lawson Awards diberikan setiap tahun oleh Pusat Internasional Konflik tanpa kekerasan di The Fletcher School untuk Hukum dan Diplomasi di Tufts University di Fletcher Summer Institute. Hal ini diberikan kepada praktisi, akademisi dan wartawan yang bekerja berfungsi sebagai model untuk bagaimana perubahan tanpa kekerasan dapat dikembangkan, dipahami dan dijelaskan.

Jack juga menambahkan,  "Di hari ini dan usia tidak ada ruang untuk segala bentuk penjajahan atau perambahan pada orang. Diskriminasi ini bahkan lebih buruk ketika itu didasarkan pada rasisme."

Ia juga berpesan kepada Benny Wenda, pemimpin Papua merdeka yang hadir dalam acara penyerahan penghargaan agar terus berjuang hak rakyat Papua Barat.

"Anda harus terus memperjuangkan hak anda. Anda akan bebas, itu hanya masalah waktu,"  tutur Jack berpesan.

Salahsatu penerima penghargaan, Rev James Lawson, aktivis Amerika yang pernah menghabiskan tiga tahun sebagai misionaris metodis di India itu memberikan saran kepada Papua Barat, bahwa Kunci untuk setiap perjuangan perlawanan sipil yang sukses adalah disiplin sengit, perencanaan dan strategi yang ketat. 

"kekuatan hidup anda yang membuat anda kuat adalah kekuatan Allah, kekuatan kebenaran. Jadilah kuat. Jadilah berani. Mengorganisir perjuangan. Anda berada di sisi sejarah dan kebenaran," kata Lewson.

Usai menerima penghargaan, Rev Lewson menghabiskan waktu berbicara dengan Benny Wenda tentang perjuangan rakyat Papua Barat untuk kebebasan. 

Wenda mengaku, bertemu  Rev Lawson dan Mkuseli Jack adalah mimpi yang menjadi kenyataan. 

"Perjuangan hak-hak sipil di Amerika Serikat dan perjuangan anti-apartheid di Afrika Selatan adalah mercu suar harapan bagi saya dan orang-orang saya," ujar Wenda. "Saya tahu bahwa suatu hari kami (Papua Barat) akan bebas."

Selain Mkuseli Jack, tiga pemenang lain yang menerima penghargaan dari  Lawson Award untuk prestasi dalam praktek penyelesaian konflik tanpa kekerasan adalah Evgenia Chirikova, wanita muda Rusia yang ikut mendirikan organisasi  membela hutan Khimki,  telah berjuang kampanye dalam waktu panjang dan selama sepuluh tahun terakhir sukse untuk mencegah penghancuran hutan purba  dekat Moskow.

Juga Oscar Olivera, salah satu pemimpin utama kampanye di Cochabamba, Bolivia pada tahun 1990 yang mencegah privatisasi sumber daya air dan membantu memicu partisipasi rakyat yang luas dalam transisi demokrasi Bolivia di tahun-tahun berikutnya.

Dan yang ketiga, Jenni Williams, co-pendiri Wanita Zimbabwe Bangkit, yang menerjang 52 penangkapan dan jailings karena protes yang berkelanjutan untuk hak-hak politik yang tulus untuk semua orang dari negaranya.

Untuk diketahui, Mkhuseli Jack adalah pemimpin UDF: United Democratic Front (Front Persatuan Demokrasi), sebuah koalisi lebih dari 500 kelompok perlawanan berbasis sipil selaras dengan Kongres Nasional Afrika. 

Mkuseli Jack menunjukkan bagaimana biaya apartheid bisa ditransfer dari masyarakat kulit hitam kepada masyarakat bisnis komersial yang mendukung dan sebagian tergantung pada pendapatan pemerintah. 
 
Strategi ini menarik daya beli masyarakat bahwa disamping pemogokan oleh para pekerja kulit hitam dan sanksi eksternal oleh pemerintah asing, menciptakan konteks untuk negosiasi antara Mandela dan Presiden FW de Klerk yang akhirnya membawa apartheid runtuh.
