Use of CSOs bill gives the impression to medelegitimasi and control of indigenous civil society groups in Papua. In particular, before the demonstration or warning event continues to place unacceptable limitations on freedom of assembly and expression in Papua.
Earlier this month there are indications that the Indonesian authorities attempt to quell KNPB members through arrests and raids to hinder the implementation of the memorial July 1, the date of which is regarded as a national day for the people of Papua. In addition, there are also shades of political arrests related to the Presidential Election (Election) RI in Merauke. Police arrested one person and laid siege to Secretariat KNPB. Arrest made allegations the activists were planning to boycott the presidential election socialization on July 9, 2014.
Behind Bars Papuans have documented a similar arrest in Bokondini in 2004 and in Nabire in 2009. This has become a regular pattern during the elections in Papua, where pro-independence activists demanded a boycott, then arrested.

The willingness of foreign governments to legitimize the criminalization of the symbol of the Morning Star, very worrying. It is a violation of international law, based on the report and opinion of the UN Working Group on Arbitrary Detention (United Nations Working Group on arbitrary detention). At a broad level, these developments indicate that Indonesia has become proactive in an attempt to cancel support for Papuan independence abroad.
