At the end of June 2014, there were at least 76 political prisoners in Papua has begun and institutions.

Jayapura,-- West Papua National Committee (KNPB), a group of activists of the pro-independence Papua, became the target of arrest by the Indonesian security forces during this month. At least 24 members were arrested KNPB of several areas in Papua, such Digoel, Timika and Merauke. In Digoel, police conducted mass arrests of 20 people KNPB members, arguing Community Organisations Bill (Bill CBOs). According to police, KNPB invalidity because the organization is not registered in the National and Political Unity (Kesbangpol). Based on that, the police said all the attributes KNPB like flag and symbol of the organization is also not valid.

Use of CSOs bill gives the impression to medelegitimasi and control of indigenous civil society groups in Papua. In particular, before the demonstration or warning event continues to place unacceptable limitations on freedom of assembly and expression in Papua.

Earlier this month there are indications that the Indonesian authorities attempt to quell KNPB members through arrests and raids to hinder the implementation of the memorial July 1, the date of which is regarded as a national day for the people of Papua. In addition, there are also shades of political arrests related to the Presidential Election (Election) RI in Merauke. Police arrested one person and laid siege to Secretariat KNPB. Arrest made allegations the activists were planning to boycott the presidential election socialization on July 9, 2014.
Behind Bars Papuans have documented a similar arrest in Bokondini in 2004 and in Nabire in 2009. This has become a regular pattern during the elections in Papua, where pro-independence activists demanded a boycott, then arrested.

Meanwhile, Iskandar Bwefar, a Dutch berkewargaraan Papuans, was arrested in The Hague, for raising the Morning Star flag march peacefully in the Netherlands Veterans Day celebration. Dutch NGO reported that the banned Morning Star flag carried in the parade by the Dutch authorities, after pressure from the Indonesian Embassy in the Netherlands. This arrest is similar to the arrest of the three PNG in December 2013, when the Morning Star flag was flown in an activity in Port Moresby.

The willingness of foreign governments to legitimize the criminalization of the symbol of the Morning Star, very worrying. It is a violation of international law, based on the report and opinion of the UN Working Group on Arbitrary Detention (United Nations Working Group on arbitrary detention). At a broad level, these developments indicate that Indonesia has become proactive in an attempt to cancel support for Papuan independence abroad.
