Indonesia pressed to conduct independent inquiry in West Papua

Human Rights Watch mengatakan situasi di kawasan itu tetap 'tegang' menyusul kerusuhan mematikan yang memaksa ribuan orang mengungsi.
Pihak berwenang Indonesia harus secara independen menyelidiki kerusuhan baru-baru ini di Papua Barat yang menyebabkan 33 kematian, Human Rights Watch (HRW) mengatakan ketika penduduk asli Papua mendesak pemerintah untuk mengizinkan pejabat hak asasi manusia PBB mengakses wilayah bergolak itu. Kelompok hak asasi manusia mengatakan dalam sebuah pernyataan pada hari Selasa bahwa Komisi Nasional Hak Asasi Manusia Indonesia, harus memimpin penyelidikan, terutama pada kerusuhan mematikan di kota Wamena pada akhir September, dan meninjau kembali bagaimana pasukan pemerintah menangani kerusuhan.
Brad Adams, direktur Asia di HRW, mengatakan bahwa memiliki pemantau independen di lapangan "akan membantu mencegah pelanggaran oleh militan dan pasukan keamanan, yang akan menguntungkan semua orang Indonesia."
"Investigasi independen diperlukan untuk memeriksa peran pasukan keamanan dan menuntut siapa pun yang bertanggung jawab atas kesalahan," kata Adams dalam sebuah pernyataan.

Islamic Radicals Want to Send Jihadis to Christian Majority West Papua

10/09/2019 Indonesia (International Christian Concern) – The deteriorating situation in West Papua, as residents continue to protest against racism and call for a referendum on independence from Indonesia, gave some radical Muslims an idea It’s time for Jihadis to go and fight the West Papuans, who are mostly Christians.
Dozens have been killed since the unrest started in August. Ten of thousands also have fled Wamena amid fear of further violent attacks following deadly unrest that broke out late last month.
Against this backdrop, Front Jihad Islam, or FJI, issued a call to arms in the Indonesia-ruled Papuan provinces after non-Papuan settlers were among the victims of recent violence there, according to Radio New Zealand.
FJI has been actively spreading its message online, replete with recorded torching of the Papuan Morning Star Flag and banners, calling for Jihadis to be recruited for fighting in Papua against Papuans.
This concerns Saiful Islam Payage, the head of Papua’s chapter of the Ulema Council, Indonesia’s top Muslim clerical body.
“I am very worried. So, I strongly forbid the Laskar who are in the name of religion for war or jihad in Papua,” he said.

Indonesia memblokir para diplomat Selandia Baru ke Papua Barat

Indonesia telah menolak permintaan diplomat Selandia Baru untuk mengunjungi Papua dan menilai situasi konflik dan hak asasi manusia di wilayah yang bergolak.
Menurut The Sydney Morning Herald dan The Age , seorang juru bicara dari kedutaan Selandia Baru mengkonfirmasi larangan perjalanan, yang telah diperluas ke para diplomat dari kedutaan Inggris dan Kanada juga.
Kementerian Luar Negeri Indonesia, Kemlu, dilaporkan mengutip masalah keamanan menyusul minggu-minggu kekerasan dan protes sebagai alasan untuk menolak masuk.

"Pertimbangan keamanan adalah perhatian utama saat ini," kata juru bicara Kemlu, Teuku Faizasyah.
"Kami [Kemlu] mengikuti keputusan pemerintah untuk membatasi orang asing untuk mengunjungi Papua, termasuk para diplomat."
Namun diplomat Australia dan Amerika Serikat tidak meminta izin untuk berkunjung karena mereka khawatir pertanyaan semacam itu akan menyebabkan "sakit kepala diplomatik".

Papua: Cara kerja jaringan bot penyebar hoaks soal Papua dengan biaya miliaran rupiah

Investigasi gabungan BBC dan Australian Strategic Policy Institute (ASPI) menemukan keberadaan jaringan bot dan informasi palsu dalam menyebarkan "propaganda pro-pemerintah" mengenai isu Papua.
Melalui investigasi selama dua bulan, terungkap bahwa jaringan ratusan akun di media sosial, perusahaan, dan individu ini terkait dengan kampanye terorganisir dan berbiaya miliaran rupiah.
"Berdasar temuan dari investigasi ini, kami menduga bahwa tujuan kampanye ini adalah menggunakan media sosial untuk mempengaruhi opini dunia internasional mengenai Papua," kata Elise Thomas, periset dari International Cyber Policy Center di ASPI.

"Anggota jaringan di resolusi hasil menyerukan misi pencari fakta yang akan dilakukan di Papua Barat untuk melihat ke dalam status perempuan dan anak perempuan dan dampak dari ketegangan konflik dan politik perempuan dan anak perempuan sebagai hasilnya," kata Ofa Guttenbeil-Likiliki.

Bishops' West Papua visit hailed by Catholic women

A Catholic Womens group in West Papua has called for regional support for their people's plight, after a visit to the Indonesian territory by Catholic Bishops from other parts of Melanesia.

23 Bishops from Papua New Guinea, Solomon Islands and Fiji visited West Papua last week.
Among them were the Archbishop of Port Moresby, John Ribat, and the Archbishop of Honiara, Adrian Smith.
As they travelled to Jayapura from PNG for what has been described by the Catholic Womens group as a type of fact-finding mission, the bishops were closely accompanied by Indonesian military.
Although restricted in who they could talk with, the bishops had a meeting with the Bishop of Jayapura and met with some students.

Papua, 44 West Papuans were arrested by Indonesian police during demonstrations across Papua region yesterday.
The demonstrations in the main cities of Papua and West Papua provinces were voicing support for the United Liberation Movement for West Papua and its bid for full membership in the Melanesian Spearhead Group.
Thousands of West Papuans marched in the peaceful demonstrations in cities including Jayapura, Yakuhimo, Manokwari, Merauke and Sorong.

New footage of West Papua massacre casts spotlight on military abuses

UK) – New video footage showing the bloody aftermath of the ‘Paniai massacre’ in West Papua highlights the urgent need for Indonesia to hold an independent and transparent investigation into the tragedy, Minority Rights Group International (MRG) said on Thursday.

In December 2014 four unarmed Papuan teenagers were killed and 17 more Papuans were
injured when the Indonesian army and police opened fire on a group of peaceful protestors in Paniai. They had gathered to protest an earlier incident of violence by the Indonesian security forces.

The four-minute video, shot by citizen journalists and released publicly for the first time today, includes first-hand testimony from survivors of the massacre as well as graphic footage taken in the immediate aftermath.

‘This film gives a disturbing insight into the Indonesian military’s casual disregard for the lives of Indigenous Papuans,’ said Esther Cann from TAPOL. ‘The protestors had gathered peacefully to challenge the beating of a young boy the previous day by Indonesian security forces and they were greeted with bullets.’

Both the national human rights commission and the Indonesian police have launched investigations into the incident, known as the ‘Paniai massacre’. However the police -- who initially blamed the shooting on armed ethnic Papuan rebels -- have been accused of stymying the investigation.

The massacre is one of the worst acts of state violence in Indonesia in years, casting doubt on President Joko Widodo’s commitment to human rights in the region. More than six months after President Widodo was sworn into office pledging to ‘give special attention to West  Papua,’ there has been little change on the ground.

Despite recent efforts by Jakarta to improve delivery of basic services like health and  education, the Indonesian government continues to crack down on peaceful protestors, silence critical civil society voices and shut out members of the international media. Reports of extrajudicial killings, torture, arbitrary arrests and detention of indigenous activists are common.

‘President Widodo has left a trail of broken promises on West Papua,’ said Claire Thomas, Deputy Director of MRG. ‘If he is serious about implementing political reform in Indonesia,
he needs to ensure that the military is open to public scrutiny and state actors perpetrating abuses against Papuans are held to account. The investigation into the Paniai massacre will be a crucial test of Widodo’s commitment to human rights in West Papua.’

Since the annexation of Papua to Indonesia in May 1963, the human rights of  indigenous Papuans has been under sustained attack. Widespread violations – including extra-judicial killings, torture, disappearances, and arbitrary arrests and detentions – have been consistently
perpetrated by Indonesian security forces. The resource-rich region has been systematically exploited by Indonesian and international business interests at the cost of climate change and the indigenous population.

Thousands of indigenous people have been evicted from their lands as a result of large-scale development projects implemented without obtaining their free, prior and informed consent.

Indonesia is currently serving its fourth consecutive term as a member of the UN’s Human Rights Council.

Mama Papua Presentasekan Kejahatan Kemanusiaan di Papua Barat di MSG

Eksekutif ULMWP sedang mempersentasikan penembakan kilat, penangkapan, penyiksaan dan pemmenjarahan yang di lakukan oleh TNI dan POLRI, saat KNPB mediasi rakyat West Papua mendukungan ULMWP untuk menjadi anggota Penuh  di MSG dalam beberapa bulan terakhir di seluruh Wilayah West Papua.

Presentasi ini di sampaikan oleh seorang perempuan Papua Barat (Leoni Tanggahma), mewakili Mama-mama Melanesia di West Papua yang penuh dengan haru dan air mata membuat para menteri - menteri negara - negara anggota MSG.
Anggota  hadir dalam KTT MSG sangat tergugah jiwa mereka sebagai orang Melanesia dan kesal dengan tindakan Militer Indonesia di West Papua.

98 International Human Ringhts Organization Ask MSG Received Membership Of West Papua

Jayapura,-- 98 international non-governmental organizations, academics, politicians and people from the Pacific appealed to the leaders of the Melanesian Spearhead Group (MSG), in order to give full support to the application of West Papua that have been proposed to become a member of MSG.

Through a press release sent to the editor Jubi, Tuesday (15/10), a group of organizations from Fiji, New Zealand, Australia, Thailand, Philippines, India and the United States have highlighted the threat to the survival of indigenous peoples in West Papua Melanesia, whose population is declining drastic. Also the human rights violations that are taking place in West Papua, including the denial of the right to self-determination.

West Papua villagers flee from police to mountains, says activist

An exiled West Papuan independence leader says people from a remote village near the Freeport mine have fled into mountains for fear of the Indonesian military.

Benny Wenda says Indonesian authorities have conducted mass arrests and burned down homes in the village of Utikini.

The police have confirmed that a 500-strong joint police and military force has been deployed to the Timika region in response to the shooting of two officers and a Freeport mine security guard on New Year's Day.

However, Mr Wenda -- who says he has spoken to people from the village -- says the military has beaten and tortured innocent people in their hunt for the perpetrators and burned a number of houses after finding independence flags.

Papuan Church Leaders Forum condemns massacre of five civilians in Paniai

Papua--- Job Forum Ecumenical Churches in Papua (FKGOP) condemned the massacres committed by the army / police, in Enarotali, Paniai, Monday (12/08/2014), killing five civilians.

"We denounce and condemn pembantaiaan conducted military / police in Karel Field Gobay, Paniai," said Chairman of the Fellowship of Baptist Churches in Papua (PGBP), Rev. Socrates Sofyan Yoman, at a press conference in the Hall P3W, Padang Bulan, Abepura District, the city of Jayapura, Papua, this afternoon.

Yoman deeply regrets the events in Enarotali, Paniai that killed five civilians who are high school students (high school) in Enarotali
"The state should be responsible for the tragedy in Paniai, immediately send an independent team to investigate the case, do not continue to make public deception in the media," said Yoman.

Meanwhile, Chairman of the Synod of the Church of Papua Kingmi, Rev. Benny Giay, said the government should be able to immediately prove the allegations that mentions the Free Papua Movement (OPM) as perpetrators Shot.
"Do not accuse police of origin, because the weapon used was clearly owned the military and police officers, should be investigated thoroughly, because our church deadly shot with bullets," said Giay.

Komisaris Tinggi PBB untuk Hak Asasi Manusia juru bicara Rupert Colville mengatakan pemerintah Indonesia harus memfasilitasi penyelidikan lengkap menjadi insiden penembakan baru-baru ini, diduga dilakukan bersama oleh polisi dan pasukan militer, yang menewaskan lima warga sipil di Kabupaten Paniai, Papua.

"Kami khawatir pada pembunuhan dilaporkan lima remaja Papua di dataran tinggi wilayah Paniai di Papua, Indonesia," kata Colville dalam rilis yang dibuat tersedia untuk The Jakarta Post, Rabu.

Empowering a brave West Papuan woman to tell her story

During the 1998 Biak Massacre, Tineke Rumakabu experienced and witnessed some of the worst crimes against humanity in the late 20th Century. 
Scores of unarmed civilians were tortured and killed and their bodies dumped at sea by Indonesian troops. On the fifteen year anniversary of this massacre Mama Tineke gave powerful testimony to a Citizens Tribunal held at the University of Sydney. Last year she bravely returned to Biak after giving testimony, intent on gathering the stories of other witnesses and survivors. 
Victims for Justice, (Bersatu Untuk Keadilan, BUK), her organization, has been conducting long-term research and advocacy in collaboration with survivors of the Biak massacre and other victims of human rights abuse in West Papua.

The wits of Melanesian politicians are fashionable, and abuse by politicians must by necessity be selective. This would be correct, but not if the invective and wit is a matter of life and death.
Mako Tabuni(shown in the photo dramatising disent on top of a vehicle at Abepura, 2011), was West Papua’s version of the another Melanesian and witty and iconic Simbu politician and Melanesia’s fearless leader, the late Iambakey Okuk. 
Tabuni became a target of the Indonesian kill squad or DENSUS 88 and was assassinated at the Waena Suburb, Jayapura, in the crackdown by Indonesian authorities for his wit when he dared to command and mobilize popular aspirations by Papuans to be free in a 2011 independence rally in West Papua’s capital, Jayapura.

The slain Papuan and Melanesian independence fighter used great political wit and abuse at the time to dispense his message across, by calculation, the invective a matter of life and death: ‘ In West Papua, the Indonesian flag and constitution has no meaning because there is no land, and its sovereignty does not include West Papua’.

"Buchtar Tabuni juga menjelasakan beberapa kasus kejahatan Indonesia terhadap Rakyat Sipil Papua dan dua jurnalis Internasional Prancis ,” Baru-baru ini militer Indonesia memulai operasi di wilayah Lanny Jaya Papua Barat dalam upaya untuk membasmi sentimen pro-kemerdekaan. 

Tentara Indonesia saat ini membakar desa-desa, membunuh ternak dan memaksa ribuan penduduk desa mengungsi bersembunyi di hutan di mana mereka menderita dalam kemiskinan. 
Pada 6 Agustus, dua wartawan Prancis, Thomas Dandois dan Valentine Bourrat yang telah berusaha untuk mendokumentasikan situasi darurat ini untuk Perancis / Jerman Channel TV Arte, ditangkap oleh polisi Indonesia. Mereka diancam dengan 5 tahun penjara dan denda $ 40.000 hanya karena mereka adalah wartawan yang beroperasi di Papua Barat. "
Ketua PNWP Buchtar Tabuni juga mengimbau kepada dunia internasional untuk mendesak Pemerintah Indonesia membuka ruang bagi wartawan/Jurnalis Internasional meliput di Papua, Serta  pemerintah Australia untuk bergabung dengan Selandia Baru untuk memanggil pemerintah Indonesia mengizinkan akses wartawan/Jurnalis Internasional meliput berita di Papua dan memberikan ruang kebebasan sepenuhnya kepada Jurnalis Internasional.

Semua Orang Dapat Keuntungan dari Papua Barat, Kecuali Papua

Sebagai seorang anak tumbuh di dataran tinggi terpencil di Papua Barat, kita sering mendengar cerita-cerita dari para tetua tentang bagaimana roh nenek moyang kita hidup di pegunungan dan hutan. Bagaimana mereka akan menangis jika mereka melihat apa yang terjadi hari ini. Penebangan liar adalah marak, dan terbesar di dunia tambang emas dan tembaga, Freeport, telah menyebabkan kerusakan lingkungan permanen pada tanah suci kami yang terlihat dari ruang angkasa.

Awal pekan ini, pasukan keamanan Indonesia menembaki mencolok pekerja di tambang Freeport.
