"Gubernur Provinsi Papua Lukas Enembe beberapa hari lalu berjanji akan membuka akses seluas-luasnya bagi wartawan dan LSM asing yang ingin melakukan peliputan di Bumi Cenderawasih. Bahkan juga akan menjamin keamanan mereka selama berada di Papua. "Kenapa tidak bisa, wartawan asing silahkan masuk ke Papua, tidak ada yang perlu ditutup-tutupi, karena itu hanya akan menimbulkan pertanyaan saja,” ujar Lukas Enembe kepada wartawan".

Pernyataan ini sangat bertolak belakang dengan pendirian Pemerintah pusat, Selama beberapa dekade, jakarta menutup akses jurnalis dan LSM (Pekerja kemanusiaan) masuk wilayah papua. Sikap pemerintah pusat ini sudah lama diberlakukan dan terus berlakukan sepanjang papua bagian dari indonesia tahun 1969 melalui Pepera.

Jakarta memegang kewanangan atas penggelolaan daerah papua, bahkan berlaku khusus, sarat politik lebih dominan di banding dengan issu lainnya.

Selama ini Para jurnalis Asing masuk papua dengan cara tersembunyi atau dengan visa wisatawan, dan bekerja tugas jurnalisme juga sangat hati-hati karena konsekuensinya bagi jurnalis asing di papua akan diusir oleh para otoritas pemerintah indonesia yang ada dipapua.

Ada banyak contoh kasus yang pernah terjadi, seperti Dua Wartawan Asal Prancis ditahan dan diusir dari Papua, saat itu mereka meliput aksi demontrasi KNPB di Imbi jayapura papua. Bahkan para pekerja kemanusiaan seperti Palang merah (PMI) Indonesia juga diusir dari papua.

Bukan saja wartawan Asing, wartawan lokal sekalipun diusir tanpa alasan yang jelas, seperti terjadi beberapa tahun lalu di kantor pengadilan negeri jayapura, saat itu sidang makar dibuka untuk umum, namun polisi melarang wartawan untuk melipun jalannya sidang itu, Wartawan diusir keluar dari ruangan sidang makar.

Namun datang juga kencaman dunia, Indonesia didesak untuk membuka akses seluas-luasnya di papua, demi penyelidikan dan peliputan sesuatu yang terjadi di papua.

Pernyataan gubernur ini telah direspon baik oleh Senator Partai hilau Australia, Richart DI Natale, dia berencana membawa wartawan dan Aktivis kemanusiaan masuk ke papua, seperti yang di kutip berita Radio Australia News. Namun di juga garis bawahi bahwa pernyataan gubernur papua tidak datang dari jakarat, karena gubernur papua adalah satu bagian pemerintah yang mewakili pusat. karena selama ini soal akses wartawan dan LSM dipegang oleh otoritas Jakarta.

Sebelumnya Menteri Luar Negeri, Marty Natalegawa mengaku sangat mendukung terbukanya akses bagi jurnalis ataupun organisasi non-pemerintah (LSM) asing yang akan melakukan kunjungan ke Papua. Namun, hanya mengkhawatirkan masalah keamanan di provinsi paling timur Indonesia ini.

AJI Kota Jayapura mengklaim hingga saat ini pemerintah Indonesia masih mempersulit akses jurnalis  asing untuk melakukan peliputan di Papua.

Jika ada akses para jurnalis, membutuhkan waktu hingga 3 bulan atau lebih. Pemerintah Indonesia bahkan tidak memberikan reaksi nyata, entah itu melarang atau memperbolehkan para jurnalis asing masuk ke Papua .
